Canada’s ratification of the UN Convention against Torture and other forms of Cruel, Inhuman or Degrading Treatment or Punishment in 1987 requires states to take effective measures to prevent such acts from occurring. However, torture still exists globally because of the complacent and non-complacent actions of states, in part due to the lack of transparency and accountability in places of detention.
