]]> Elizabeth May : Monsieur le Président, le premier ministre a récemment déclaré en Colombie que l’on doit exclure Cuba du Sommet des Amériques pour une question de principe. Puisque la Chine, un pays communiste, ne cesse d’étendre son emprise économique sur le Canada, je me demande de quel principe il est question. Même si Cuba a encore beaucoup de chemin à faire, on y a récemment tenu une messe publique au cours de laquelle le pape a invité les catholiques cubains à pratiquer leur culte. Il n’y a pas une telle liberté de religion en Chine, un pays qui persécute les moines tibétains, les adeptes du Falun Gong et les chrétiens.

J’aimerais que le premier ministre me dise selon quel principe il exclut Cuba, alors qu’il fait des courbettes devant la Chine?

Le très hon. Stephen Harper : Monsieur le Président, c’est du Sommet des Amériques qu’il est question. Il y a quelques années, sous le gouvernement précédent, il a été convenu dans le cadre de la Déclaration de Québec que seuls les pays de l’hémisphère dirigés par un chef élu démocratiquement pourraient participer au Sommet des Amériques. Cuba ne peut pas y participer, car son chef d’État n’est pas élu démocratiquement, et la Chine ne peut pas y participer non plus puisqu’elle ne fait pas partie des Amériques.
