Je n&#8217;ai pas entendu un seul d\u00e9put\u00e9 dire qu&#8217;il ne veut pas voter en faveur du projet de loi. Je trouve \u00e9trange que nous ayons le temps de d\u00e9battre et de tenir des audiences au comit\u00e9 \u00e0 propos d&#8217;une convention et d&#8217;un projet de loi sans cons\u00e9quence que tout le monde appuie, mais que, pour une mesure comme le trait\u00e9 sur les investissements entre le Canada et la Chine, qui menace la souverainet\u00e9 du Canada, nous n&#8217;ayons pr\u00e9vu ni audience ni p\u00e9riode de temps suffisante pour en d\u00e9battre.<\/p>\n<p>J&#8217;aimerais savoir si le d\u00e9put\u00e9 de Souris\u2014Moose Mountain aimerait joindre sa voix \u00e0 la mienne afin de r\u00e9clamer qu&#8217;on en d\u00e9batte pendant qu&#8217;il est encore temps.<\/p>\n<p><strong>Ed Komarnicki :<\/strong> Monsieur le Pr\u00e9sident, je pourrais peut-\u00eatre rappeler \u00e0 la d\u00e9put\u00e9e que nous serons bient\u00f4t en cong\u00e9 pour l&#8217;\u00e9t\u00e9 et qu&#8217;il ne nous reste donc pas beaucoup de temps.<\/p>\n<p>Si la d\u00e9put\u00e9e dit que ce trait\u00e9 est sans cons\u00e9quence, c&#8217;est s\u00fbrement parce qu&#8217;elle n&#8217;a pas lu le projet de loi ou n&#8217;a pas \u00e9cout\u00e9 le milieu des affaires, parce que celui-ci a \u00e9t\u00e9 tr\u00e8s clair. Il veut cet accord. Il veut conna\u00eetre les r\u00e8gles en mati\u00e8re d&#8217;investissement. Des milliards de dollars sont transf\u00e9r\u00e9s, cr\u00e9ant des emplois et favorisant la prosp\u00e9rit\u00e9 \u00e0 long terme dans les deux pays concern\u00e9s. Il est donc important que nous analysions ce projet de loi aujourd&#8217;hui et que les d\u00e9put\u00e9s aient la possibilit\u00e9 d&#8217;en d\u00e9battre.<\/p>\n<p>Si nous avions dit aux d\u00e9put\u00e9s qu&#8217;ils ne peuvent pas d\u00e9battre de ce trait\u00e9 fiscal, je me demande ce que la d\u00e9put\u00e9e aurait bien pu dire. Elle aurait peut-\u00eatre d\u00e9clar\u00e9: \u00ab Nous devons avoir le temps d&#8217;en d\u00e9battre \u00bb. Nous avons pr\u00e9vu ce temps, mais la d\u00e9put\u00e9e parle d&#8217;autre chose.<\/p>\n<p>Je sais qu&#8217;il y a bien d&#8217;autres questions et bien d&#8217;autres projets de loi. Cependant, c&#8217;est de celui-ci que nous traitons aujourd&#8217;hui. Si la d\u00e9put\u00e9e veut d\u00e9battre, qu&#8217;elle d\u00e9batte de ce projet de loi, pas d&#8217;autre chose.<\/p>\n<p>Jusqu&#8217;ici, j&#8217;ai entendu l&#8217;opposition parler de toutes sortes de choses qui peuvent avoir de l&#8217;importance, mais qui sont sans rapport avec les trait\u00e9s fiscaux.
