Elizabeth May :<\/strong> Monsieur le Pr\u00e9sident, le gouvernement fracasse un nouveau record chaque fois qu’il impose une limite de temps \u00e0 l’\u00e9tude d’un projet de loi. Le temps r\u00e9serv\u00e9 aux d\u00e9bats est \u00e9court\u00e9, ce qui signifie moins de temps de parole pour les d\u00e9put\u00e9s comme moi. Le pr\u00e9sident du Conseil du Tr\u00e9sor a dit qu’il y avait des occasions. J’ai essay\u00e9 de participer aux audiences de tous les comit\u00e9s qui ont \u00e9tudi\u00e9 le projet de loi C-60, car il s’agit d’une mesure tr\u00e8s importante mais, comme je ne fais pas partie de ces comit\u00e9s, je ne suis pas autoris\u00e9e \u00e0 poser des questions.<\/p>\n

Par surcro\u00eet, il est aberrant de constater comment le gouvernement actuel traite les t\u00e9moins. Auparavant, aux comit\u00e9s l\u00e9gislatifs, les t\u00e9moins disposaient d’assez de temps pour faire un expos\u00e9 de 20 minutes, puis r\u00e9pondre \u00e0 de nombreuses questions. Il y a maintenant des groupes qui couvrent tout un \u00e9ventail de sujets et qui ne disposent que de cinq minutes pour parler, puis de tr\u00e8s peu de temps pour des discussions et certainement aucun v\u00e9ritable d\u00e9bat, car tout est r\u00e9gi par la discipline partisane.<\/p>\n

Dans le contexte actuel, je n’aurai absolument aucune chance de prendre la parole au sujet du projet de loi C-60. Comme vous le savez, monsieur le Pr\u00e9sident, et je ne conteste pas cet \u00e9tat de fait, aucun de mes amendements ou suggestions concernant ce projet de loi n’ont \u00e9t\u00e9 retenus. Je ne pense pas avoir l’occasion de prendre la parole. Pourtant, je ne repr\u00e9sente pas uniquement mon parti, mais aussi mes \u00e9lecteurs, qui ont de s\u00e9rieuses pr\u00e9occupations.<\/p>\n

La d\u00e9put\u00e9e de Nanaimo\u2014Cowichan a parl\u00e9 des changements relatifs aux soci\u00e9t\u00e9s d’\u00c9tat et \u00e0 l’imposition des caisses populaires ainsi que de l’omission de d\u00e9finir en quoi consiste la s\u00e9curit\u00e9 nationale. Il s’agit d’ailleurs d’une des rares occasions o\u00f9 il aurait \u00e9t\u00e9 possible de d\u00e9finir cette notion dans la Loi sur Investissement Canada. Pourtant, je ne pourrai aborder ces questions que de mani\u00e8re superficielle, pour des p\u00e9riodes de 30 secondes ici et l\u00e0, car, \u00e9tant donn\u00e9 l’attribution de temps, je n’aurai pas la possibilit\u00e9 de prononcer un discours.<\/p>\n

Le pr\u00e9sident du Conseil du Tr\u00e9sor aurait-il l’obligeance de demander au whip du gouvernement de me c\u00e9der l’un des p\u00e9riodes d’intervention r\u00e9serv\u00e9e aux conservateurs afin que je puisse prendre la parole?<\/p>\n

L’hon. Tony Clement :<\/strong> Monsieur le Pr\u00e9sident, je vais r\u00e9fl\u00e9chir \u00e0 la question. Cependant, certaines des choses qui se sont produites aux comit\u00e9s \u00e9taient in\u00e9dites : la d\u00e9put\u00e9e a \u00e9t\u00e9 convi\u00e9e \u00e0 assister \u00e0 des s\u00e9ances de divers comit\u00e9s, et c’est une bonne chose. On l’a aussi invit\u00e9e \u00e0 proposer des amendements au Comit\u00e9 des finances, et elle a pu prendre la parole \u00e0 un autre comit\u00e9.<\/p>\n

La d\u00e9put\u00e9e n’est pas sans savoir que, techniquement, la d\u00e9putation de son parti \u00e0 la Chambre ne justifie pas de tels privil\u00e8ges. Le R\u00e8glement, aussi archa\u00efque soit-il, n’en r\u00e9git pas moins nos activit\u00e9s. Cela dit, en tant qu’assembl\u00e9e, nous nous sommes entendus afin de permettre \u00e0 la d\u00e9put\u00e9e d’intervenir davantage dans le processus.<\/p>\n

On m’affirme que les partis de l’opposition n’ont pas toujours \u00e9t\u00e9 d’accord avec cette fa\u00e7on de faire. J’esp\u00e8re bien saisir la situation et j’estime tr\u00e8s positif que la d\u00e9put\u00e9e ait pu b\u00e9n\u00e9ficier d’accommodements jamais vus auparavant.<\/p>\n

Je crois avoir r\u00e9pondu \u00e0 la question concernant l’approche juste et raisonnable que le gouvernement a adopt\u00e9e dans le but de recueillir des observations \u00e0 propos du projet de loi.<\/p>","protected":false},"excerpt":{"rendered":"
