Le d\u00e9put\u00e9 de Burnaby\u2014New Westminster a-t-il une id\u00e9e de la raison pour laquelle un gouvernement qui pr\u00e9tend vouloir examiner les investissements \u00e9trangers faits au Canada dans une optique de s\u00e9curit\u00e9 nationale a refus\u00e9, d&#8217;abord en 2009 en rejetant les modifications propos\u00e9es \u00e0 la Loi sur Investissement Canada puis maintenant dans le projet de loi C-60, d&#8217;\u00e9tablir une d\u00e9finition claire de la s\u00e9curit\u00e9 nationale, comme on en trouverait dans les dossiers de s\u00e9curit\u00e9 nationale dont s&#8217;occupe le SCRS?<\/p>\n<p><strong>Peter Julian :<\/strong> Monsieur le Pr\u00e9sident, la question de la d\u00e9put\u00e9e est cruciale. Il y a quelques mois \u00e0 peine, 70 % des Canadiens ont dit que, selon eux, le gouvernement ne devait pas approuver sans poser de questions la prise de contr\u00f4le de Nexen, une soci\u00e9t\u00e9 de Calgary, par la CNOOC. Je me suis rendu plusieurs fois \u00e0 Calgary, et ce sont les Albertains qui s&#8217;opposaient le plus vivement \u00e0 cette transaction, que le gouvernement conservateur a approuv\u00e9e sans poser de questions. Il a dit qu&#8217;il allait vendre Nexen \u00e0 la CNOOC et qu&#8217;il vendrait n&#8217;importe quelle autre soci\u00e9t\u00e9.<\/p>\n<p>Puis, ce qui vient aggraver l&#8217;erreur du gouvernement, le pr\u00e9sent document budg\u00e9taire viendrait r\u00e9duire encore le nombre des prises de contr\u00f4le examin\u00e9es par le gouvernement f\u00e9d\u00e9ral. Les conservateurs ont approuv\u00e9 la transaction sans poser de questions. Ils sont irresponsables et ils tentent maintenant de camoufler leur m\u00e9fait en modifiant la fa\u00e7on dont les questions li\u00e9es \u00e0 Investissement Canada sont examin\u00e9es.
