Pour ma part, j\u2019ai toujours pr\u00e9f\u00e9r\u00e9 le mod\u00e8le actuel. Je crains que nous n\u2019arrivions dans une impasse si un S\u00e9nat \u00e9lu estimait avoir le droit de rejeter des projets de loi \u00e9manant des Communes. Par cons\u00e9quent, j\u2019ai appuy\u00e9 la motion n\u00e9o-d\u00e9mocrate r\u00e9clamant l\u2019abolition du S\u00e9nat.<\/p>\n<p>Mon opinion sur le S\u00e9nat a \u00e9volu\u00e9, essentiellement \u00e0 cause de la qualit\u00e9 des s\u00e9nateurs et du sectarisme du gouvernement de l\u2019actuel premier ministre. Cela m\u2019a fait craindre que le S\u00e9nat ne fasse de nouveau ce qu\u2019il a fait au projet de loi C-311 pendant la derni\u00e8re l\u00e9gislature. Il s\u2019agit d\u2019un projet de loi sur le climat que la Chambre a adopt\u00e9, mais que les s\u00e9nateurs non \u00e9lus ont rejet\u00e9 sans m\u00eame une seule journ\u00e9e d\u2019audience devant un comit\u00e9.<\/p>\n<p>J\u2019ai une question \u00e0 poser au ministre. N\u2019est-il pas temps d\u2019admettre que nous devrions suivre l\u2019exemple de la Nouvelle-Z\u00e9lande, qui est aussi une d\u00e9mocratie parlementaire inspir\u00e9e de Westminster, en \u00e9liminant le S\u00e9nat, et de passer directement \u00e0 l\u2019abolition?<\/p>\n<p>Le projet de loi propos\u00e9 par le gouvernement pour l\u2019instant ne fait rien d\u2019autre que de donner au premier ministre la possibilit\u00e9 de choisir des s\u00e9nateurs parmi des candidats \u00e9lus au moyen d\u2019\u00e9lections provinciales ou municipales.<\/p>\n<p><strong>L&#8217;hon. Tim Uppal :<\/strong> Monsieur le Pr\u00e9sident, le premier ministre a dit clairement qu\u2019il pr\u00e9f\u00e9rerait r\u00e9former le S\u00e9nat et, si c\u2019\u00e9tait impossible, l\u2019abolir. Voil\u00e0 pourquoi nous avons fait un renvoi \u00e0 la Cour supr\u00eame, afin de trouver et de comprendre clairement le moyen de r\u00e9former l\u2019institution ou, \u00e0 d\u00e9faut, de l\u2019abolir.<\/p>\n<p>Je renvoie la question \u00e0 la d\u00e9put\u00e9e. Pense-t-elle vraiment que le stratag\u00e8me propos\u00e9 aujourd\u2019hui par le NPD est un vrai plan d\u2019action?<\/p>\n<p>\u00c9videmment pas. En r\u00e9alit\u00e9, le porte-parole du NPD en la mati\u00e8re, le d\u00e9put\u00e9 de Toronto\u2014Danforth, a dit que l\u2019abolition serait au mieux extraordinairement difficile.
