Le sujet qui nous pr\u00e9occupe dans ce d\u00e9bat est l&#8217;attribution de temps, pas le fond du projet de loi.<\/p>\n<p>Ma question s&#8217;adresse au ministre. Le ministre, qui si\u00e8ge au Conseil priv\u00e9, peut-il nous dire si le gouvernement a la moindre intention de jamais permettre la tenue d&#8217;un d\u00e9bat ad\u00e9quat sur les projets de loi dont nous sommes saisis?<\/p>\n<p>C&#8217;est un affront aux d\u00e9put\u00e9s. Les gens dans ma situation, \u00e0 qui on n&#8217;alloue pas automatiquement de temps de parole pendant les d\u00e9bats, perdent la possibilit\u00e9 d&#8217;intervenir chaque fois qu&#8217;on nous impose l&#8217;attribution de temps. Il n&#8217;y a jamais assez de temps pour permettre l&#8217;enti\u00e8re participation de tous les d\u00e9put\u00e9s sur des questions qui rev\u00eatent une importance cruciale.<\/p>\n<p><strong>L&#8217;hon. Bernard Valcourt :<\/strong> Monsieur le Pr\u00e9sident, il s&#8217;agit l\u00e0 du point de vue de la d\u00e9put\u00e9e, un point de vue que je peux respecter, mais avec lequel je suis en total d\u00e9saccord.<\/p>\n<p>Quiconque regarde v\u00e9ritablement les proc\u00e9dures s&#8217;apercevra et conclura que tout d\u00e9put\u00e9 s\u00e9rieux qui veut travailler s\u00e9rieusement et raisonnablement aura amplement le temps de donner son point de vue sur tout projet de loi devant le Parlement.<\/p>\n<p>De fait, lorsqu&#8217;on regarde le travail qui se fait en comit\u00e9, une foule de gens sont appel\u00e9s \u00e0 t\u00e9moigner pour donner leur opinion. Il n&#8217;y a pas de b\u00e2illon l\u00e0. L&#8217;id\u00e9e, c&#8217;est qu&#8217;\u00e0 un moment donn\u00e9, il faut prendre des d\u00e9cisions. Je comprends que les n\u00e9o-d\u00e9mocrates aiment \u00e7a \u00ab virer dessour \u00bb, mais nous voulons aller de l&#8217;avant, et il est temps de corriger la
