Lorsque le projet a \u00e9t\u00e9 propos\u00e9 pour la premi\u00e8re fois, il existait tr\u00e8s peu de donn\u00e9es scientifiques, et on comprenait mal ce qu&#8217;il fallait faire pour prot\u00e9ger le caribou. Il a fallu beaucoup de temps avant de concevoir les plans de gestion. Ceux-ci devront faire l&#8217;objet d&#8217;une surveillance attentive, car, comme le d\u00e9put\u00e9 le sait, il existe toujours une certaine tension au sein de notre r\u00e9seau de parcs nationaux. Cette situation est attribuable au fait que, d&#8217;une part, l&#8217;objectif principal du r\u00e9seau est de maintenir l&#8217;int\u00e9grit\u00e9 \u00e9cologique de ces parcs et que, d&#8217;autre part, on souhaite permettre \u00e0 la population d&#8217;en profiter, notamment par l&#8217;entremise d&#8217;activit\u00e9s comme le ski et le tourisme.<\/p>\n<p>Mon coll\u00e8gue conviendra-t-il avec moi que nous devons veiller \u00e0 ce qu&#8217;on ne porte pas atteinte \u00e0 notre r\u00e9seau de parcs nationaux en permettant que des activit\u00e9s industrielles empi\u00e8tent sur nos parcs nationaux? On a toujours maintenu les normes les plus \u00e9lev\u00e9es en mati\u00e8re de protection pr\u00e9vues par l&#8217;Union internationale pour la conservation de la nature, soit que la priorit\u00e9 doit \u00eatre accord\u00e9e \u00e0 l&#8217;int\u00e9grit\u00e9 \u00e9cologique. Le d\u00e9put\u00e9 est-il d&#8217;accord avec moi?<\/p>\n<p><strong>James Rajotte :<\/strong> Monsieur le Pr\u00e9sident, je partage tout \u00e0 fait l&#8217;avis de la d\u00e9put\u00e9e de Saanich\u2014Gulf Islands, en ce sens o\u00f9, dans nos parcs nationaux, il existe une rupture manifeste entre les am\u00e9nagements requis pour permettre aux gens d&#8217;en profiter et la pr\u00e9servation des aires \u00e9cosensibles et de l&#8217;habitat naturel que veulent admirer les visiteurs.<\/p>\n<p>En ce qui concerne le Marmot Basin, la station de ski a propos\u00e9 de se d\u00e9partir au profit du parc de 118 hectares de terres \u00e9cosensibles couvertes par son bail en \u00e9change de 60 autres hectares de terres moins fragiles sur le plan \u00e9cologique, ce qui, franchement, me semble \u00eatre une solution fort prometteuse.<\/p>\n<p>Je vais souvent au parc national Elk Island, en p\u00e9riph\u00e9rie d&#8217;Edmonton. J&#8217;adore y aller. J&#8217;adore y faire de la randonn\u00e9e, mais je sais que, en tant qu&#8217;\u00eatre humain, je perturbe dans une certaine mesure cette aire naturelle chaque fois que je m&#8217;y rends. Il faut respecter le trac\u00e9 des sentiers et avoir une conscience profonde de l&#8217;incidence de l&#8217;activit\u00e9 humaine sur cette beaut\u00e9 qui nous entoure.
