En v\u00e9rit\u00e9, jusqu\u2019\u00e0 tout r\u00e9cemment, le pire qu\u2019on pouvait dire au sujet du S\u00e9nat, c\u2019\u00e9tait de crier au gaspillage des fonds publics. Cependant, il faut bien reconna\u00eetre que la Chambre haute a souvent fait \u0153uvre utile. Les s\u00e9nateurs ont la capacit\u00e9, puisqu\u2019ils ne sont pas \u00e0 la merci d\u2019\u00e9lections imminentes, de se pencher sur des questions essentielles et de revoir les projets de loi du gouvernement. Jusqu\u2019\u00e0 tout r\u00e9cemment, il \u00e9tait impensable que le S\u00e9nat torpille un projet de loi \u00e9manant de la Chambre des communes sans avoir auparavant tenu des audiences et cherch\u00e9 des compromis. Mais les s\u00e9nateurs conservateurs nomm\u00e9s par Stephen Harper ont donn\u00e9 un ton beaucoup plus partisan aux travaux du S\u00e9nat. Les s\u00e9nateurs conservateurs ont sign\u00e9 l\u2019arr\u00eat de mort du projet de loi C-311, Loi de mise en \u0153uvre du Protocole de Kyoto qui avait \u00e9t\u00e9 adopt\u00e9e alors que le gouvernement Harper \u00e9tait encore minoritaire. Cela a eu l\u2019effet d\u2019un \u00e9lectrochoc et m\u2019a fait me ranger depuis du c\u00f4t\u00e9 de ceux qui demandent l\u2019abolition du S\u00e9nat.<\/p>\n<p>Que l\u2019on soit pour un S\u00e9nat \u00e9lu ou en faveur de l\u2019abolition pure et simple de cette institution, de toutes les mesures de r\u00e9forme parlementaire, c\u2019est de loin la plus compliqu\u00e9e.
