Je me demande si mes coll\u00e8gues sont tout aussi surpris que moi.<\/p>\n<p>J&#8217;ai dit tr\u00e8s clairement que je souhaitais la cr\u00e9ation du parc national de l&#8217;\u00cele-de-Sable. Toutefois, il ne faut pas porter atteinte \u00e0 l&#8217;int\u00e9grit\u00e9 de notre r\u00e9seau de parcs nationaux. Il est tr\u00e8s clair que ce projet de loi habiliterait l&#8217;Office Canada-Nouvelle-\u00c9cosse des hydrocarbures extrac\u00f4tiers \u00e0 r\u00e9glementer des activit\u00e9s \u00e0 l&#8217;int\u00e9rieur d&#8217;un parc national. L&#8217;office serait tenu de consulter uniquement Parcs Canada au sujet de ses d\u00e9cisions et il ne serait m\u00eame pas oblig\u00e9 d&#8217;obtenir son approbation avant d&#8217;entreprendre des activit\u00e9s.<\/p>\n<p>Il s&#8217;agit donc d&#8217;une menace importante pour l&#8217;int\u00e9grit\u00e9 de notre r\u00e9seau de parcs nationaux dans son ensemble. Je prierais ma coll\u00e8gue de nous en dire plus sur ses craintes par rapport au pr\u00e9c\u00e9dent dangereux qui serait ainsi cr\u00e9\u00e9.<\/p>\n<p><strong>\u00c9laine Michaud :<\/strong> Monsieur le Pr\u00e9sident, je remercie ma coll\u00e8gue de sa question.<\/p>\n<p>Ce qu&#8217;elle d\u00e9crit me rappelle \u00e9trangement la situation qui a cours actuellement dans le domaine de l&#8217;aviation. En effet, des promoteurs peuvent s&#8217;installer n&#8217;importe o\u00f9, sans avoir \u00e0 demander la permission de Transports Canada pour faire quoi que ce soit. Ils ont simplement \u00e0 l&#8217;aviser de ce qu&#8217;ils font. On retrouve ici un r\u00e9gime similaire. Je trouve cela d\u00e9plorable et assez inqui\u00e9tant.<\/p>\n<p>J&#8217;ai mentionn\u00e9 un peu plus t\u00f4t qu&#8217;on semblait dire qu&#8217;il n&#8217;y aurait pas d&#8217;exploration ni de forage \u00e0 l&#8217;\u00eele de Sable. Toutefois, le sous-sol de l&#8217;\u00eele de Sable ne fait pas partie du parc national. Ce serait exclu.<\/p>\n<p>Je ne comprends pas tout \u00e0 fait le raisonnement du gouvernement, qui affirme ne permettre aucune exploration \u00e0 l&#8217;\u00eele de Sable, alors que le sous-sol reste quand m\u00eame accessible \u00e0 certaines compagnies. Va-t-on retrouver des mesures similaires dans les prochaines lois de cr\u00e9ation de parcs nationaux? J&#8217;esp\u00e8re que non.<\/p>\n<p>J&#8217;esp\u00e8re qu&#8217;on inclura au projet de loi S-15 les dispositions n\u00e9cessaires pour \u00e9viter cette
