Nous sommes amis et voisins dans le Sud de l&#8217;\u00eele de Vancouver.<\/p>\n<p>Il a parl\u00e9 des r\u00e9ductions en ce qui concerne les agents de premi\u00e8re ligne des services frontaliers. Dans le cadre de ce projet loi, il s&#8217;agit l\u00e0 d&#8217;un \u00e9l\u00e9ment essentiel.<\/p>\n<p>Il y a eu aussi des r\u00e9ductions dans les campagnes de sensibilisation au tabagisme et \u00e0 la d\u00e9pendance et dans les efforts de pr\u00e9vention en mati\u00e8re de sant\u00e9. Si je me souviens bien, l&#8217;une des premi\u00e8res s\u00e9ries de r\u00e9ductions a eu lieu au printemps 2006. Il y a eu des r\u00e9ductions dans des programmes de sensibilisation aux probl\u00e8mes du tabagisme et de la d\u00e9pendance dans les communaut\u00e9s des Premi\u00e8res Nations. Il y a eu \u00e9galement d&#8217;autres r\u00e9ductions dans ce domaine.<\/p>\n<p>Je me demande si mon coll\u00e8gue a un avis sur une r\u00e9ponse plus holistique. Nous devons r\u00e9duire le probl\u00e8me de la d\u00e9pendance aux cigarettes tout en luttant contre la contrebande des cigarettes.<\/p>\n<p><strong>Randall Garrison :<\/strong> Monsieur le Pr\u00e9sident, je n&#8217;ai pas les chiffres \u00e0 port\u00e9e de la main, mais je me souviens aussi qu&#8217;il y a eu \u00e9norm\u00e9ment de r\u00e9ductions dans les mesures de pr\u00e9vention en mati\u00e8re de sant\u00e9. Ce qui soul\u00e8ve de grandes pr\u00e9occupations.<\/p>\n<p>Je donne encore une fois l&#8217;exemple de Prince Albert, o\u00f9 existe le programme HUB, dans le cadre duquel collaborent des conseillers en toxicomanie, des policiers et d&#8217;autres organismes de services sociaux. Plut\u00f4t que d&#8217;emprisonner les gens, offrons-leur un traitement ou un programme contre la toxicomanie.<\/p>\n<p>Cela s&#8217;applique \u00e9galement \u00e0 la contrebande de tabac.
