J&#8217;ai \u00e9t\u00e9 notamment frapp\u00e9e par ceux qui t\u00e9moignaient au nom des victimes. Personne n&#8217;aurait pu rester de marbre en entendant les histoires atroces et poignantes de gens qui avaient \u00e9t\u00e9 durement \u00e9prouv\u00e9s par des crimes commis par des personnes souffrant de probl\u00e8mes de sant\u00e9 mentale, mais tout cela n&#8217;\u00e9tait pas vraiment pertinent, puisque la question \u00e9tait de savoir si, empiriquement, les gens d\u00e9clar\u00e9s non criminellement responsables ont tendance \u00e0 r\u00e9cidiver.<\/p>\n<p>En passant, je voudrais rendre hommage \u00e0 mon coll\u00e8gue pour avoir essay\u00e9 de proposer un grand nombre d&#8217;amendements formul\u00e9s par des groupes de victimes, en particulier par Sue O&#8217;Sullivan, ombudsman f\u00e9d\u00e9rale des victimes d&#8217;actes criminels. Le d\u00e9put\u00e9 n\u00e9o-d\u00e9mocrate a tent\u00e9 de faire d\u00e9boucher son t\u00e9moignage sur des amendements donnant aux victimes davantage de pr\u00e9avis et d&#8217;information, mais ils n&#8217;ont pas \u00e9t\u00e9 accept\u00e9s par les d\u00e9put\u00e9s conservateurs membres du comit\u00e9. Soit dit en passant, je les aurais appuy\u00e9s si j&#8217;avais eu droit de vote.<\/p>\n<p>Ma question est la suivante. Quand on examine les faits relativement aux statistiques trompeuses, on s&#8217;aper\u00e7oit qu&#8217;un nouveau rapport provenant d&#8217;experts apporte des rectifications aux donn\u00e9es, le d\u00e9put\u00e9 en a fait mention dans son discours. On avait averti le ministre de la Justice en mars et il semble que l&#8217;on continue pourtant d&#8217;utiliser les mauvais chiffres. Par exemple, dans le rapport original, on disait que 38,1 % des agresseurs sexuels jug\u00e9s non criminellement responsables et accus\u00e9s d&#8217;agression sexuelle avaient d\u00e9j\u00e0 auparavant \u00e9t\u00e9 d\u00e9clar\u00e9s au moins une fois non criminellement responsables, mais le chiffre r\u00e9el est presque le quart de ce chiffre, \u00e0 savoir 9,5 %. Comment se fait-il que l&#8217;on continue d&#8217;utiliser les mauvais chiffres dans la discussion?<\/p>\n<p><strong>Hoang Mai :<\/strong> Monsieur le Pr\u00e9sident, comme l&#8217;a indiqu\u00e9 la d\u00e9put\u00e9e, nous avons essay\u00e9 de pr\u00e9senter des amendements concernant les victimes dans le but de leur donner davantage d&#8217;informations. Le probl\u00e8me qui s&#8217;est pos\u00e9, c&#8217;est que les conservateurs ont dit que les amendements devaient \u00eatre pr\u00e9sent\u00e9s avant m\u00eame que nous n&#8217;ayons entendu certains t\u00e9moins. Ils ont impos\u00e9 des d\u00e9lais et invoqu\u00e9 la proc\u00e9dure.<\/p>\n<p>En ce qui concerne sa question sur les raisons pour lesquelles le gouvernement utilisait toujours les mauvais chiffres, j&#8217;ai dit que les conservateurs en faisaient une question partisane et qu&#8217;ils s&#8217;appliquaient \u00e0 noircir la situation. Je me suis rendu compte qu&#8217;ils stigmatisaient les personnes atteintes de maladie mentale, et c&#8217;est ce que nous ont dit des t\u00e9moins. Les conservateurs ont sorti des chiffres. Ils parlaient de 38 ou 39 %, alors que la proportion r\u00e9elle est de l&#8217;ordre de 7 % \u00e0 9 %.<\/p>\n<p>Le pire, c&#8217;est que tout cela vient du ministre de la Justice. Il savait, \u00e0 la lumi\u00e8re des rapports, que ses chiffres \u00e9taient faux. Nous parlons ici de personnes qui sont d\u00e9clar\u00e9es non criminellement responsables. Un ministre doit conna\u00eetre tous les faits. Il ne doit pas se servir des chiffres pour noircir la situation et s&#8217;attirer des avis favorables.
