D&#8217;ailleurs, le comit\u00e9 a accept\u00e9, ce qui est plut\u00f4t inhabituel, deux amendements de l&#8217;opposition. Je remercie encore une fois le d\u00e9put\u00e9 de m&#8217;avoir donn\u00e9 la parole au comit\u00e9.<\/p>\n<p>Comme les d\u00e9put\u00e9s peuvent se l&#8217;imaginer, l&#8217;orientation de ce projet de loi me pr\u00e9occupe toujours au plus haut point, et j&#8217;aimerais poser une question au d\u00e9put\u00e9 de Burlington.<\/p>\n<p>Selon lui, pourquoi un projet de loi de cette importance, portant sur le r\u00e9gime de la non-responsabilit\u00e9 criminelle, a-t-il \u00e9t\u00e9 \u00e9labor\u00e9 par le minist\u00e8re de la Justice et pr\u00e9sent\u00e9 \u00e0 la Chambre sans que les commissions d&#8217;examen de la non-responsabilit\u00e9 criminelle soient consult\u00e9es?<\/p>\n<p>M. Schneider, qui a t\u00e9moign\u00e9 la semaine derni\u00e8re \u00e0 ce sujet, a d\u00e9clar\u00e9 que les commissions d&#8217;examen n&#8217;ont pas \u00e9t\u00e9 consult\u00e9es. Je pense que cela refl\u00e8te les principes d&#8217;administration des conservateurs: si quelque chose n&#8217;est pas bris\u00e9, ils vont le r\u00e9parer jusqu&#8217;\u00e0 ce qu&#8217;il le soit.<\/p>\n<p><strong>Mike Wallace : <\/strong> Monsieur le Pr\u00e9sident, je remercie la d\u00e9put\u00e9e d&#8217;avoir particip\u00e9 \u00e0 ces r\u00e9unions et d&#8217;avoir propos\u00e9 des amendements. J&#8217;aimerais aussi la remercier pour le professionnalisme dont elle fait preuve au sein du comit\u00e9.<\/p>\n<p>Quand le ministre a comparu devant le comit\u00e9, il a parl\u00e9 du processus de consultation. Il y a eu des consultations d&#8217;un bout \u00e0 l&#8217;autre du pays, aupr\u00e8s de chacun des gouvernements provinciaux. Ce qui en est ressorti, c&#8217;est qu&#8217;il est n\u00e9cessaire de cr\u00e9er la d\u00e9signation d&#8217;accus\u00e9 \u00e0 haut risque.<\/p>\n<p>Le gouvernement conservateur privil\u00e9gie l&#8217;action. Nous aimons aller de l&#8217;avant. Nous aimons d\u00e9cider de ce qui doit \u00eatre fait et r\u00e9gler les probl\u00e8mes que nous constatons. Dans ce cas-ci, nous avons remarqu\u00e9 que des questions ont \u00e9t\u00e9 pos\u00e9es, partout au pays, parce que des accus\u00e9s avaient re\u00e7u un verdict de non-responsabilit\u00e9 criminelle apr\u00e8s avoir commis des crimes brutaux et graves contre des personnes. Nous avons consult\u00e9 les provinces et les professionnels qui poursuivent les auteurs de ces infractions, et nous leur avons demand\u00e9 comment la loi devrait \u00eatre modifi\u00e9e. Il y a donc eu des consultations, comme le ministre l&#8217;a expliqu\u00e9, et elles ont confirm\u00e9 qu&#8217;il s&#8217;agissait d&#8217;une mesure importante. Pendant les audiences du comit\u00e9, les victimes nous ont r\u00e9p\u00e9t\u00e9, \u00e0 maintes reprises, qu&#8217;il fallait adopter ce projet de loi le plus t\u00f4t
