Je suis d&#8217;accord avec lui: le titre du projet de loi est des plus pompeux. J&#8217;ai d\u00e9j\u00e0 not\u00e9 que le gouvernement actuel a tendance \u00e0 affubler certaines lois de titres pompeux alors qu&#8217;il ne s&#8217;agit que de mesures d&#8217;ordre administratif. Le projet de loi \u00e0 l&#8217;\u00e9tude est intitul\u00e9 \u00ab Loi visant la protection des mers et ciel canadiens \u00bb, alors qu&#8217;il n&#8217;a rien \u00e0 voir avec la pollution de l&#8217;air. Il ne vise en fait qu&#8217;\u00e0 apporter certaines modifications d&#8217;ordre administratif \u00e0 la Loi sur l&#8217;a\u00e9ronautique.<\/p>\n<p>    Cependant, je suis totalement d&#8217;accord avec mon ami en ce qui concerne la s\u00e9curit\u00e9 des p\u00e9troliers. J&#8217;aimerais lui demander s&#8217;il a lu le rapport que le commissaire \u00e0 l&#8217;environnement et au d\u00e9veloppement durable, qui oeuvre au sein du Bureau du v\u00e9rificateur g\u00e9n\u00e9ral, a publi\u00e9 en d\u00e9cembre 2011, il y a pr\u00e8s de deux ans. Le commissaire y avait fait un examen approfondi du transport des marchandises dangereuses par train, par pipeline, par p\u00e9trolier et par camion. \u00c0 mon avis, si le gouvernement actuel avait suivi les recommandations du commissaire, le d\u00e9sastre de Lac-M\u00e9gantic aurait peut-\u00eatre pu \u00eatre \u00e9vit\u00e9.<\/p>\n<p>    Le d\u00e9put\u00e9 a-t-il examin\u00e9 les recommandations que le commissaire \u00e0 l&#8217;environnement a formul\u00e9es il y a pr\u00e8s de deux ans?<\/p>\n<p><strong> Peter Julian : <\/strong>    Monsieur le Pr\u00e9sident, la d\u00e9put\u00e9e a tout \u00e0 fait raison: d&#8217;autres organes du gouvernement f\u00e9d\u00e9ral ont fait \u00e9tat des probl\u00e8mes possibles il y a quelques ann\u00e9es, avant la s\u00e9rie d&#8217;accidents et de d\u00e9c\u00e8s dont nous avons \u00e9t\u00e9 t\u00e9moins r\u00e9cemment partout au pays. La question a \u00e9t\u00e9 escamot\u00e9e. Je suis heureux que la d\u00e9put\u00e9e le mentionne. Pendant des ann\u00e9es, divers intervenants ont pr\u00e9venu le gouvernement que des probl\u00e8mes allaient survenir, mais les d\u00e9put\u00e9s conservateurs r\u00e9pondaient simplement \u00ab Non, non. Tout va tr\u00e8s bien. Nous avons les choses bien en main \u00bb.<\/p>\n<p>    Les d\u00e9sastres, les d\u00e9c\u00e8s et la destruction qui ont marqu\u00e9 les derniers mois montrent toutefois que le gouvernement est loin d&#8217;avoir les choses en main. Il doit commencer \u00e0 \u00e9couter les Canadiens, \u00e0 lire les rapports qui ont \u00e9t\u00e9 produits \u2014 m\u00eame s&#8217;ils remontent \u00e0 un an ou deux \u2014 et \u00e0 donner suite aux recommandations. Les Canadiens demandent au gouvernement de renoncer \u00e0 ses comportements imprudents et irresponsables et de tenir compte de la s\u00e9curit\u00e9 publique.
