Dans le projet de loi C-4, cela s&#8217;appelle la R\u00e9serve f\u00e9d\u00e9rale de charbon. C&#8217;est tr\u00e8s important pour la biodiversit\u00e9 dans cette r\u00e9gion. C&#8217;est plus de 60 000 hectares. C&#8217;est tr\u00e8s important, car c&#8217;est aussi dans une r\u00e9gion o\u00f9 il y a des plans en vue d&#8217;un parc national.<\/p>\n<p>Je veux demander \u00e0 mon coll\u00e8gue s&#8217;il est d&#8217;accord avec moi sur le fait que ce serait pr\u00e9f\u00e9rable d&#8217;\u00e9tudier cette proposition tr\u00e8s importante dans un projet de loi distinct.<\/p>\n<p><strong>Jean Rousseau : <\/strong> Monsieur le Pr\u00e9sident, ce sont effectivement des exemples de projets de loi sur l&#8217;environnement qu&#8217;on ne peut pas mettre dans un catalogue Sears ou un bottin de t\u00e9l\u00e9phone, d&#8217;autant que cela n&#8217;existe pratiquement plus. On ne peut pas parler ainsi d&#8217;un projet de loi sur la biodiversit\u00e9, qui est tellement importante pour l&#8217;environnement.<\/p>\n<p>On parlait des b\u00e9lugas dans le fleuve Saint-Laurent. On a fait des \u00e9tudes et des recherches, mais on tente encore une fois de museler les scientifiques qui font ces recherches et de r\u00e9futer toutes leurs hypoth\u00e8ses et d\u00e9monstrations.<\/p>\n<p>Que ce soit dans l&#8217;Ouest canadien, sur la c\u00f4te du Pacifique ou la c\u00f4te de l&#8217;Atlantique, ces recherches sont vitales pour l&#8217;avenir du Canada et pour l&#8217;environnement. L&#8217;\u00e9tude sur les changements climatiques commence \u00e0 partir de l&#8217;\u00e9tude des fonds marins dans nos parcs nationaux. Lors de la migration des canards, des outardes et des oies, \u00e0 l&#8217;automne, on a observ\u00e9 aussi des changements dans leurs trajets, justement parce que la biodiversit\u00e9 et la flore ne sont plus les m\u00eames dans les lacs o\u00f9 ils stationnaient pour repartir vers le Sud. Il y en a beaucoup dans mon comt\u00e9, il y en a sur le terrain \u00e0 c\u00f4t\u00e9 de chez nous. On dirait que ces oiseaux ne savent m\u00eame plus o\u00f9 aller.<\/p>\n<p>On voit que l&#8217;effet des changements climatiques est mesurable et pour cela, nous avons besoin de la recherche.
