J&#8217;ai assist\u00e9 aux audiences sur cette mesure l\u00e9gislative. De nombreux t\u00e9moins ont dit craindre que le projet de loi vienne stigmatiser encore plus les personnes atteintes de maladie mentale. Ils ont aussi d\u00e9clar\u00e9 qu&#8217;aucune preuve empirique li\u00e9e au fonctionnement du syst\u00e8me actuel ne justifiait l&#8217;adoption d&#8217;une telle mesure l\u00e9gislative.<\/p>\n<p>L&#8217;Alliance canadienne pour la maladie mentale et la sant\u00e9 mentale a signal\u00e9 que \u00ab la gravit\u00e9 d&#8217;une infraction ne donne aucune indication quant \u00e0 la probabilit\u00e9 de r\u00e9cidive \u00bb.<\/p>\n<p>Il me d\u00e9pla\u00eet au plus haut point de voir que l&#8217;on tire profit d&#8217;actes de violence horribles isol\u00e9s, mais fortement m\u00e9diatis\u00e9s, pour s&#8217;en prendre \u00e0 l&#8217;ensemble d&#8217;un r\u00e9gime qui fonctionne tr\u00e8s bien et qui, en fait, n&#8217;a rien \u00e0 voir avec ces incidents.<br \/>\nJ&#8217;exhorte le secr\u00e9taire parlementaire \u00e0 r\u00e9examiner sa position et \u00e0 permettre au projet de loi C-58 de faire l&#8217;objet d&#8217;une \u00e9tude plus approfondie et d&#8217;amendements.<\/p>\n<p><strong>Bob Dechert :<\/strong> Monsieur le Pr\u00e9sident, il est plut\u00f4t question du projet de loi C-54.<\/p>\n<p>J&#8217;assure \u00e0 la d\u00e9put\u00e9e que les nouvelles dispositions ne s&#8217;appliqueraient qu&#8217;\u00e0 une infime minorit\u00e9 des accus\u00e9s reconnus non criminellement responsables.<\/p>\n<p>La chef du Parti vert a raison d&#8217;affirmer qu&#8217;elle a \u00e9t\u00e9 l&#8217;une des rares personnes parmi les d\u00e9put\u00e9s \u00e0 s&#8217;opposer \u00e0 cette mesure l\u00e9gislative, ce qui nous ram\u00e8ne pr\u00e9cis\u00e9ment \u00e0 une de mes r\u00e9ponses pr\u00e9c\u00e9dentes: ne serait-il pas absurde qu&#8217;une vaste majorit\u00e9 de d\u00e9put\u00e9s adoptent un projet de loi, mais que, en raison d&#8217;une prorogation \u2014 quelque chose de tout \u00e0 fait normal, qui s&#8217;est produit plus de 100 fois au cours du dernier si\u00e8cle, comme l&#8217;a d\u00e9j\u00e0 dit le leader du gouvernement \u00e0 la Chambre \u2014, ils doivent tout reprendre de z\u00e9ro de mani\u00e8re \u00e0 donner un deuxi\u00e8me tour au b\u00e2ton aux quelques r\u00e9calcitrants ayant vot\u00e9 contre?
