Voici ce qu&#8217;on peut lire au d\u00e9but du rapport:<\/p>\n<p>Les collectivit\u00e9s autochtones poss\u00e8dent des droits prot\u00e9g\u00e9s par la Constitution. Selon la loi, il faut, lors de l\u2019\u00e9laboration d\u2019un projet, tenir compte des r\u00e9percussions \u00e9ventuelles sur ces droits.<\/p>\n<p>Vu que les manifestations contre la fracturation sont sources de tensions croissantes au Nouveau-Brunswick, le premier ministre reconna\u00eet-il que la Constitution l&#8217;oblige \u00e0 consulter de fa\u00e7on exhaustive les Mi&#8217;kmaq d&#8217;Elsipogtog avant que toute fracturation soit effectu\u00e9e sur leurs terres non c\u00e9d\u00e9es?<\/p>\n<p><b>Stephen Harper : <\/b>Monsieur le Pr\u00e9sident, nous reconnaissons bien entendu nos obligations constitutionnelles. Voil\u00e0 pourquoi nous menons des consultations aupr\u00e8s des Autochtones dans le cadre de nos initiatives visant l&#8217;exploitation responsable des ressources.<\/p>\n<p>Plus pr\u00e9cis\u00e9ment, j&#8217;ai demand\u00e9 la production du rapport qui a \u00e9t\u00e9 d\u00e9pos\u00e9 aujourd&#8217;hui justement pour veiller \u00e0 ce que les peuples autochtones soient ad\u00e9quatement consult\u00e9s, mais aussi pour qu&#8217;ils participent pleinement aux projets d&#8217;exploitation des ressources qui sont men\u00e9s pr\u00e8s de leur communaut\u00e9 et pour
