Plusieurs amendements ont \u00e9t\u00e9 d\u00e9pos\u00e9s et plusieurs d&#8217;entre eux ont \u00e9t\u00e9 jug\u00e9s recevables.<\/p>\n<p>Il y a eu un d\u00e9bat entourant les amendements. Clairement, le gouvernement n&#8217;avait aucun int\u00e9r\u00eat \u00e0 les adopter, mais cela a quand m\u00eame donn\u00e9 lieu \u00e0 des d\u00e9bats int\u00e9ressants. Avec un peu de bonne volont\u00e9, les gens qui si\u00e8gent au comit\u00e9 auraient pu amenuiser les effets potentiellement n\u00e9gatifs du projet de loi tel qu&#8217;il a \u00e9t\u00e9 con\u00e7u par le gouvernement.<\/p>\n<p>Au d\u00e9but de son intervention, ma coll\u00e8gue du Parti vert a affirm\u00e9 qu&#8217;elle pensait que le ministre aurait fourni une r\u00e9ponse tenant compte de l&#8217;arr\u00eat Bedford. J&#8217;aimerais donc lui demander ce qui, \u00e0 son avis, aurait constitu\u00e9 une r\u00e9ponse ad\u00e9quate \u00e0 cette d\u00e9cision.<\/p>\n<p><strong>Elizabeth May :<\/strong> Monsieur le Pr\u00e9sident, je tiens \u00e0 remercier la porte-parle de l&#8217;opposition officielle en mati\u00e8re de justice, qui a fait de l&#8217;excellent travail dans de nombreux dossiers juridiques.<\/p>\n<p>Le Parti vert estime que la loi dont nous avons besoin devrait s&#8217;inspirer des dispositions juridiques de la Nouvelle-Z\u00e9lande. Soit dit en passant, je m&#8217;attendais \u00e0 une mesure l\u00e9gislative ressemblant davantage \u00e0 ce qu&#8217;on appelle le mod\u00e8le nordique. Je ne m&#8217;attendais pas \u00e0 ce que de nombreuses dispositions du projet de loi C-36, en criminalisant certains comportements, augmentent en fait les risques encourus par les travailleurs et les travailleuses du sexe.<\/p>\n<p>Quoi qu&#8217;il en soit, nous avons \u00e9tudi\u00e9 les mod\u00e8les nordiques et n\u00e9o-z\u00e9landais et nous pr\u00e9f\u00e9rons les mesures l\u00e9gislatives qui d\u00e9stigmatisent encore plus les activit\u00e9s des travailleurs et travailleuses du sexe. Il faudrait faire en sorte que ceux-ci et les gens qui travaillent pour eux \u2014 par exemple, qui les prot\u00e8gent, qui planifient leurs activit\u00e9s ou qui leur offrent des soins de sant\u00e9 \u2014 ne soient pas ostracis\u00e9s. Nous pourrions alors nous concentrer sur les personnes qui s&#8217;adonnent \u00e0 la prostitution \u00e0 cause de la toxicomanie, sur les jeunes de moins de 19 ans ou sur les travailleurs \u00e9trangers. Dieu sait \u00e0 quel point les cas de traite des personnes \u00e0 des fins sexuelles sont horribles.
