Je suis impatiente d&#8217;entendre la d\u00e9cision de la pr\u00e9sidence sur la question de privil\u00e8ge que j&#8217;ai soulev\u00e9e. Le recours fr\u00e9quent et presque syst\u00e9matique \u00e0 l&#8217;attribution de temps porte atteinte \u00e0 nos responsabilit\u00e9s parlementaires et \u00e0 notre capacit\u00e9 de faire notre travail.<\/p>\n<p>J&#8217;aimerais faire un petit commentaire au ministre de la Justice. J&#8217;estime que les attaques personnelles et les insultes gratuites qu&#8217;il a lanc\u00e9es aux d\u00e9put\u00e9s de Charlottetown et de Burnaby\u2014New Westminster sont indignes d&#8217;un ministre.<\/p>\n<p>Ma question est simple: s&#8217;il est convaincu que le projet de loi est constitutionnel \u2014 ce dont la plupart des juristes et moi-m\u00eame doutent \u2014, pourquoi ne d\u00e9pose-t-il pas l&#8217;avis juridique des avocats du minist\u00e8re de la Justice disant que le projet de loi C-36 est effectivement constitutionnel?<\/p>\n<p><strong>L&#8217;hon. Peter MacKay : <\/strong>Monsieur le Pr\u00e9sident, comme d&#8217;habitude, la d\u00e9put\u00e9e fait mine d&#8217;\u00eatre indign\u00e9e. Je vais lui r\u00e9p\u00e9ter ce que j&#8217;ai d\u00e9j\u00e0 dit \u00e0 la Chambre: selon nous, ce projet de loi est conforme \u00e0 la Constitution et \u00e0 la Charte. Nous croyons qu&#8217;il r\u00e9pond aux questions qui nous ont \u00e9t\u00e9 soumises et aux enjeux qui ont \u00e9t\u00e9 cern\u00e9s assez clairement par la majorit\u00e9 des juges dans l&#8217;arr\u00eat Bedford. Le gouvernement a d\u00fb donner suite \u00e0 cette d\u00e9cision en pr\u00e9sentant le projet de loi dont il est question aujourd&#8217;hui.<\/p>\n<p>Nous avons men\u00e9 activement de vastes et authentiques consultations pour en arriver l\u00e0. Nous nous fions aux conseils tr\u00e8s judicieux des avocats du minist\u00e8re de la Justice.
