Commen\u00e7ons par une citation. En 2007, le premier ministre a dit, en parlant des changements climatiques, qu’il s’agissait \u00ab […] peut-\u00eatre [de] la plus grande menace pour l\u2019avenir de l\u2019humanit\u00e9 \u00bb. <\/span><\/p>\n

Permettez-moi \u00e9galement de rappeler les propos du secr\u00e9taire g\u00e9n\u00e9ral de la Commission mondiale sur l’environnement et le d\u00e9veloppement, le Canadien Jim MacNeil. Ce diplomate international a dit que la d\u00e9claration environnementale la plus importante que puisse faire le gouvernement, et de loin, est son budget.<\/span><\/p>\n

Nous sommes en 2014. Voil\u00e0 maintenant sept ans que le premier ministre a dit que les changements climatiques constituent la plus grande menace pour l’avenir de l’humanit\u00e9. Selon Environnement Canada, nous n’atteindrons pas les cibles fix\u00e9es \u00e0 Copenhague, soit la r\u00e9duction des \u00e9missions de gaz \u00e0 effet de serre de 130 m\u00e9gatonnes d’ici 2020; la r\u00e9duction ne sera en fait que de 3 m\u00e9gatonnes. Ce n’est pas le pr\u00e9c\u00e9dent gouvernement lib\u00e9ral qui a pris cet engagement \u00e0 Copenhague en 2009, mais plut\u00f4t le premier ministre actuellement au pouvoir. C’est un \u00e9chec sur toute la ligne.<\/span><\/p>\n

Le secr\u00e9taire parlementaire pourrait-il expliquer comment le gouvernement peut pr\u00e9senter, en 2014, un document o\u00f9 les mots \u00ab changements climatiques \u00bb, \u00ab carbone \u00bb et \u00ab gaz \u00e0 effet de serre \u00bb ne sont pas employ\u00e9s et qui ne pr\u00e9voit aucune mesure de r\u00e9duction des gaz \u00e0 effet de serre?<\/span><\/p>\n

Deepak Obhrai : <\/span><\/b>Monsieur le Pr\u00e9sident, je refuse de dire que nous allons imposer une taxe sur le carbone, comme le veut le Parti vert. Nous ne le ferons tout simplement pas.<\/span><\/span><\/p>\n

Cependant, la ministre de l\u2019Environnement a d\u00e9clar\u00e9 sans \u00e9quivoque et \u00e0 maintes reprises que, oui, nous nous attaquons au probl\u00e8me des changements climatiques. Nous assistons \u00e0 toutes les conf\u00e9rences qui traitent de ce sujet.<\/span><\/p>\n

Toutefois, il s’agit d’un probl\u00e8me dont la solution est l’affaire de tout le monde, et pas seulement celle du Canada. Nous allons donc continuer \u00e0 collaborer avec nos alli\u00e9s, les autres pays, pour nous attaquer au probl\u00e8me des changements climatiques.<\/span><\/p>","protected":false},"excerpt":{"rendered":"
