Je pense qu&#8217;il n&#8217;a peut-\u00eatre pas raison. Il s&#8217;agit de l&#8217;investissement et de la possibilit\u00e9 de poursuites judiciaires pour dommages suite aux d\u00e9cisions des autres niveaux de gouvernements provinciaux et municipaux. Je vais citer le paragraphe 8.1.<\/p>\n<p>Je n&#8217;ai que la version anglaise, mais il est dit ceci au paragraphe 3 de l&#8217;article 8.1, qui traite de la port\u00e9e et du champ d&#8217;application du chapitre sur l&#8217;investissement:<\/p>\n<p style=\"padding-left: 30px;\"><em>Pour l\u2019application du pr\u00e9sent chapitre, les mesures adopt\u00e9es ou maintenues par une Partie s\u2019entendent des mesures adopt\u00e9es ou maintenues par:<\/em><\/p>\n<p style=\"padding-left: 30px;\"><em>a) une autorit\u00e9 et un gouvernement national, infranational ou local&#8230;<\/em><\/p>\n<p>Je comprends par l\u00e0 que tous les ordres de gouvernement sont expos\u00e9s \u00e0 des poursuites de la Cor\u00e9e dans l&#8217;\u00e9ventualit\u00e9 o\u00f9 des investisseurs cor\u00e9ens n&#8217;aimeraient pas ce que pr\u00e9voient ces mesures.<\/p>\n<p>La d\u00e9put\u00e9e pourrait-elle commenter cela? <\/p>\n<p><strong>Mme Isabelle Morin :<\/strong> Monsieur le Pr\u00e9sident, je remercie ma coll\u00e8gue de sa question. Je n&#8217;ai pas eu le temps d&#8217;aller plus avant, mais comme je le mentionnais \u00e0 la fin de mon discours, si le NPD avait eu \u00e0 faire \u00e0 un accord de libre-\u00e9change avec la Cor\u00e9e, certaines dispositions de l&#8217;accord ne seraient pas l\u00e0. Certains aspects n&#8217;existeraient pas. Nous aurions peut-\u00eatre \u00e9tudi\u00e9 davantage la disposition dont parle ma coll\u00e8gue.<\/p>\n<p>Cela dit, il faut tenir compte du b\u00e9n\u00e9fice pour le Canada actuellement. Quand l&#8217;Association des industries a\u00e9rospatiales du Canada, la Fondation Asie Pacifique du Canada, la Chambre de commerce du Canada, la Japan Automobile Manufacturers Association of Canada, la Seafood Producers Association of British Columbia, le Conseil canadien du homard, l&#8217;Association des produits forestiers du Canada, et j&#8217;en passe car il sont nombreux, quand tous ces organismes se prononcent en faveur de l&#8217;accord, il faut se demander si ce sera b\u00e9n\u00e9fique pour le Canada.<\/p>\n<p>Je dirai \u00e0 ma coll\u00e8gue qu&#8217;on n&#8217;aurait pas inclus certains aspects de ce projet de loi. Par contre, je pense que la Cor\u00e9e sera un alli\u00e9 tr\u00e8s fort. Il faut qu&#8217;on fasse des accords de libre-\u00e9change avec des pays qui, comme je le disais, adopte les m\u00eames valeurs que nous.
