J&#8217;esp\u00e8re qu&#8217;elle sera en mesure de formuler des recommandations.<\/p>\n<p>\u00c0 l&#8217;heure actuelle, le Canada impose des droits de douane de 6 % aux constructeurs d&#8217;automobiles cor\u00e9ens qui veulent avoir acc\u00e8s au march\u00e9 canadien. La Cor\u00e9e, pour sa part, impose des droits de douane de 8 %.<\/p>\n<p>Les constructeurs cor\u00e9ens fabriquent des automobiles aux \u00c9tats-Unis et au Mexique. C&#8217;est ainsi qu&#8217;ils ont pu faire entrer leurs produits sur le march\u00e9 canadien sans avoir \u00e0 payer des droits de douane. Ils ne fabriquent aucune automobile au Canada en ce moment.<\/p>\n<p>\u00c0 mon avis, il s&#8217;agit l\u00e0 d&#8217;un autre probl\u00e8me qui mine nos \u00e9changes commerciaux. Quelles mesures la d\u00e9put\u00e9e prendrait-elle avant que l&#8217;accord soit ratifi\u00e9 pour inciter un gouvernement plus progressiste \u00e0 encourager certains de ces constructeurs \u00e0 venir fabriquer des automobiles ici, comme ils le font actuellement aux \u00c9tats-Unis et au Mexique, \u00e9vitant du coup de payer les droits de douane que nous imposons \u00e0 l&#8217;heure actuelle?<\/p>\n<p><strong>Elizabeth May : <\/strong> Monsieur le Pr\u00e9sident, je crois que nous devons conclure des accords commerciaux qui comprennent des mesures cibl\u00e9es pour prot\u00e9ger et faire cro\u00eetre les secteurs canadiens, et qui nous permettent de faire construire des v\u00e9hicules cor\u00e9ens au Canada, comme le propose mon coll\u00e8gue. Par cons\u00e9quent, la r\u00e9duction des droits de douane devrait s&#8217;accompagner de cibles mesurables pour r\u00e9duire les in\u00e9galit\u00e9s commerciales bilat\u00e9rales dans certains secteurs strat\u00e9giques, y compris le secteur de l&#8217;automobile.<\/p>\n<p>Il serait certainement utile de cr\u00e9er une zone libre de droits de douane si nous mettions en place des mesures obligeant les grandes soci\u00e9t\u00e9s cor\u00e9ennes \u00e0 commencer \u00e0 construire au Canada. \u00c0 l&#8217;instar du gouvernement cor\u00e9en, qui a conserv\u00e9 la capacit\u00e9 d&#8217;intervenir sur ses march\u00e9s, le Canada devrait pouvoir continuer de faire des interventions visant \u00e0 att\u00e9nuer les effets n\u00e9gatifs des d\u00e9s\u00e9quilibres commerciaux. Cet accord ne le permettrait pas, mais comme je l&#8217;ai dit, m\u00eame le PDG de Ford \u00e9tait d&#8217;avis que nous devrions le faire.
