Par cette mesure, la Finlande deviendra le premier pays du monde \u00e0 garantir un revenu de base \u00e0 tous les citoyens.<\/p>\n<p>Le plan permettrait aux citoyens finlandais de recevoir 800\u00a0euros par mois (1\u2009170\u00a0$ CA au taux de change actuel). Bien que tous les d\u00e9tails ne soient pas d\u00e9voil\u00e9s avant novembre 2016, le nouveau programme permettra \u00e0 la Finlande d\u2019\u00e9liminer plusieurs autres programmes sociaux ax\u00e9s sur le revenu, comme l\u2019assurance-emploi.<\/p>\n<p>Durant la campagne \u00e9lectorale\u00a02015,<a href=\"http:\/\/prospects.greenparty.ca\/sites\/all\/modules\/civicrm\/extern\/url.php?u=9792&#038;qid=3157859\" target=\"_blank\" rel=\"noopener\"> Elizabeth May<\/a>, chef du Parti vert du Canada et d\u00e9put\u00e9e de Saanich \u2013 Gulf Islands, a publi\u00e9 le <a href=\"http:\/\/prospects.greenparty.ca\/sites\/all\/modules\/civicrm\/extern\/url.php?u=9793&#038;qid=3157859\" target=\"_blank\" rel=\"noopener\">plan du Parti vert<\/a> qui vise \u00e0 cr\u00e9er un Revenu de subsistance garanti (RSG) \u00e0 l\u2019avantage de tous les Canadiens. Le plan int\u00e9grerait divers cr\u00e9dits fiscaux et transferts f\u00e9d\u00e9raux \u00e0 l\u2019avantage de tous les Canadiens. Toutefois, le plan du Parti vert ne modifierait pas l\u2019assurance-emploi, le R\u00e9gime de pensions du Canada, les services de garde, le logement social, ni les prestations des m\u00e9dicaments d\u2019ordonnance.<\/p>\n<p>L\u2019Association m\u00e9dicale canadienne a approuv\u00e9 le revenu de base et r\u00e9clam\u00e9 un projet pilote dans une lettre sign\u00e9e par 200 praticiens adress\u00e9e l\u2019\u00e9t\u00e9 dernier au ministre de la Sant\u00e9 de l\u2019Ontario. Le Parti lib\u00e9ral<a href=\"http:\/\/prospects.greenparty.ca\/sites\/all\/modules\/civicrm\/extern\/url.php?u=9795&#038;qid=3157859\" target=\"_blank\" rel=\"noopener\"> a appuy\u00e9 une r\u00e9solution politique prioritaire<\/a> qui vise \u00e0 mettre en \u0153uvre un projet pilote de suppl\u00e9ment de revenu de base dans au moins une ville ou municipalit\u00e9 canadienne, bien que le gouvernement actuel n\u2019ait pas encore d\u00e9cid\u00e9 s\u2019il mettrait cette id\u00e9e en \u0153uvre.<\/p>\n<p>\u00ab\u2009Il est encourageant de constater que le gouvernement finlandais a promis de mettre en \u0153uvre une strat\u00e9gie du revenu de base pour ses citoyens, d\u00e9clare Elizabeth May. Ainsi que je l\u2019ai dit durant les \u00e9lections, je suis convaincue que le Revenu de subsistance garanti contrera l\u2019augmentation r\u00e9guli\u00e8re du nombre de personnes prises au pi\u00e8ge d\u2019une \u00e9conomie \u00e0 bas salaire, et en particulier les jeunes canadiens qui se d\u00e9brouillent avec un emploi \u00e0 temps partiel.<\/p>\n<p>Notre plan vise plus que l\u2019\u00e9radication de la pauvret\u00e9\u00a0: il r\u00e9duira le taux de criminalit\u00e9, am\u00e9liorera les possibilit\u00e9s d\u2019\u00e9ducation et facilitera l\u2019acc\u00e8s aux soins de sant\u00e9, pour ne nommer que quelques avantages dont profiteront les Canadiens. Le Revenu de subsistance garanti est un choix sens\u00e9 qui profitera \u00e0 tous les Canadiens, tout en permettant aux contribuables d\u2019\u00e9conomiser des milliards de dollars.\u2009\u00bb<\/p>\n<p>\u00ab\u2009Le Parti vert propose un autre r\u00e9gime de suppl\u00e9ment du revenu de base pour chaque Canadien, appel\u00e9 Rente et dividende carbone, d\u00e9clare Bruce Hyer, chef adjoint, qui se fait depuis longtemps le champion du dividende carbone. La proposition du Parti vert et du Lobby climatique des citoyens \u00e9tablira un pr\u00e9l\u00e8vement sur les carburants fossiles lors de l\u2019extraction ou au passage frontalier. Pas un sou n\u2019ira au gouvernement. Les rentes ainsi cr\u00e9\u00e9es seraient \u00e0 recette neutre et seraient distribu\u00e9es \u00e0 chaque Canadien sur une base \u00e9galitaire calcul\u00e9e par habitant, peu importe son revenu. Plus \u00e9lev\u00e9es seront les pr\u00e9l\u00e8vements, plus rapide sera l\u2019\u00e9radication des \u00e9missions de CO2 et de la
