J&#8217;ai parl\u00e9 plus t\u00f4t des obstacles constitutionnels. Cependant, il n&#8217;y a pas eu de discussion ad\u00e9quate \u00e0 l&#8217;\u00e9chelle du Canada sur l&#8217;effet de cette mesure l\u00e9gislative, qui permettrait \u00e0 la Chambre du second examen objectif de r\u00e9clamer une certaine l\u00e9gitimit\u00e9 gr\u00e2ce au processus quasi \u00e9lectoral pr\u00e9alable aux nominations par le premier ministre.<\/p>\n<p>Le d\u00e9put\u00e9 ne craint-il pas que le Canada ne cr\u00e9e ainsi un syst\u00e8me fort similaire \u00e0 celui des \u00c9tats-Unis, qui entra\u00eenerait une impasse constante entre une Chambre \u00e9lue et un S\u00e9nat quasi \u00e9lu?<\/p>\n<p><strong>M. Alex Atamanenko:<\/strong> Monsieur le Pr\u00e9sident, je suis ravie de la pr\u00e9sence de ma coll\u00e8gue \u00e0 la Chambre. Nous collaborerons \u00e0 un projet de loi que je dois pr\u00e9senter sur un minist\u00e8re de la Paix.<\/p>\n<p>J&#8217;estime que le fait d&#8217;avoir un S\u00e9nat \u00e9lu pourrait entra\u00eener des probl\u00e8mes. Les gens \u00e9lus \u00e0 titre de repr\u00e9sentants de leurs concitoyens se concentrent parfois sur leur r\u00e9\u00e9lection \u00e9ventuelle plut\u00f4t que sur la t\u00e2che dont ils doivent s&#8217;acquitter.<\/p>\n<p>Je dirais que si nous d\u00e9cidons de conserver un S\u00e9nat, il devrait peut-\u00eatre comprendre des repr\u00e9sentants de toutes les couches de la soci\u00e9t\u00e9 nomm\u00e9s par un groupe impartial. Les s\u00e9nateurs pourraient alors, pendant leur mandat, se concentrer sur le travail \u00e0 accomplir sans se pr\u00e9occuper d&#8217;\u00eatre \u00e9lus ou r\u00e9\u00e9lus ou de ce que le gouvernement fait et, comme mon coll\u00e8gue de la Nouvelle-\u00c9cosse l&#8217;a dit, ils seraient totalement ind\u00e9pendants du gouvernement.<\/p>","protected":false},"excerpt":{"rendered":"<p>Mme Elizabeth May: Monsieur le Pr\u00e9sident, quelques aspects du projet de loi sont inqui\u00e9tants.
