Le 17 d\u00e9cembre 2002, la Chambre a vot\u00e9 en faveur de la ratification du protocole. Le 14 f\u00e9vrier 2007, la Chambre a tenu un autre vote et a adopt\u00e9 la Loi de mise en oeuvre du Protocole de Kyoto. Le gouvernement s&#8217;engagera-t-il \u00e0 ne pas se retirer, \u00e0 poursuivre le processus, ou alors \u00e0 permettre \u00e0 la Chambre de d\u00e9battre de cette question?<\/p>\n<p>[LfeMHezBOIU]<\/p>\n<p><strong>Michelle Rempel:<\/strong> Monsieur le Pr\u00e9sident, je r\u00e9it\u00e8re ce que nous avons d\u00e9j\u00e0 dit aujourd&#8217;hui: nous sommes tr\u00e8s encourag\u00e9s par les discussions qui ont eu lieu \u00e0 Durban pendant le week-end. Nous avons constat\u00e9 que la communaut\u00e9 internationale \u00e9tait pr\u00eate \u00e0 aller de l&#8217;avant et \u00e0 \u00e9laborer un accord engageant tous les grands \u00e9metteurs concern\u00e9s, ce que le Protocole de Kyoto ne pr\u00e9voit pas. Cette nouvelle positive nous rend tr\u00e8s enthousiastes.<\/p>\n<p>Au lieu de poser ces questions, la d\u00e9put\u00e9e d&#8217;en face devrait, \u00e0 mon avis, aider le gouvernement \u00e0 \u00e9laborer son syst\u00e8me de r\u00e9glementation par secteur, et elle ne devrait pas voter contre les mesures budg\u00e9taires importantes que le gouvernement veut prendre pour qu&#8217;on
