Je souhaite \u00e9galement remercier l&#8217;ancien ministre Ralph Goodale.<\/div>\n<div><\/div>\n<div id=\"Para_6031483\" class=\"para\">Le fait que l&#8217;Agence des services frontaliers du Canada ne soit soumise \u00e0 aucun organisme de surveillance est une source de pr\u00e9occupation depuis tr\u00e8s longtemps. Je suis d&#8217;accord avec le d\u00e9put\u00e9 de St. John&#8217;s-Est pour dire qu&#8217;il serait pr\u00e9f\u00e9rable que le Canada se dote d&#8217;un organisme de surveillance ayant un mandat plus global, mais une commission des plaintes constituerait assur\u00e9ment une am\u00e9lioration.<\/div>\n<div id=\"Para_6031484\" class=\"para\">Je suis pr\u00e9occup\u00e9e par le nombre d&#8217;exemptions. Le ministre a d\u00e9clar\u00e9 que toute exp\u00e9rience n\u00e9gative devrait faire l&#8217;objet d&#8217;une enqu\u00eate et \u00eatre r\u00e9gl\u00e9e. Je suis d&#8217;accord. Cependant le projet de loi pr\u00e9voit des exemptions visant la conduite des agents de l&#8217;Agence des services frontaliers du Canada lorsqu&#8217;ils agissent en vertu de la Loi sur l&#8217;immigration et la protection des r\u00e9fugi\u00e9s et dans le cadre des pouvoirs l\u00e9gaux dont ils disposent. Il y a aussi des exemptions visant des dossiers qu&#8217;il serait plus appropri\u00e9 de confier \u00e0 d&#8217;autres organismes \u2014\u00a0et il s&#8217;agit l\u00e0 d&#8217;un aspect assez discr\u00e9tionnaire\u00a0\u2014 ou encore visant la conduite des employ\u00e9s qui travaillent dans les centres de d\u00e9tention o\u00f9 sont log\u00e9es les personnes d\u00e9tenues par l&#8217;Agence. Enfin, il y a une nouvelle exemption dans cette version du projet de loi, qui diff\u00e8re de celle pr\u00e9sent\u00e9e au cours de la derni\u00e8re l\u00e9gislature, soit la s\u00e9curit\u00e9 nationale. Le probl\u00e8me, c&#8217;est que nous avons r\u00e9ellement besoin d&#8217;un organisme de surveillance dont le mandat serait d&#8217;examiner le travail effectu\u00e9 par les agents des services frontaliers.<\/div>\n<div><\/div>\n<div id=\"Para_6031485\" class=\"para\">La plupart ont un comportement exemplaire, mais j&#8217;ai entendu des histoires \u00e0 faire dresser les cheveux sur la t\u00eate du ministre. L&#8217;une d&#8217;entre elles est celle d&#8217;un Autochtone qui s&#8217;est pr\u00e9sent\u00e9 \u00e0 notre bureau il y a quelques ann\u00e9es pour obtenir de l&#8217;aide. On l&#8217;a appr\u00e9hend\u00e9 chez lui sur l&#8217;\u00eele Penelakut juste avant No\u00ebl, on lui a mis des entraves aux pieds et on l&#8217;a conduit de l&#8217;\u00eele de Vancouver jusqu&#8217;\u00e0 une cellule de d\u00e9tention \u00e0 l&#8217;a\u00e9roport de Vancouver. Si le projet de loi \u00e9tait adopt\u00e9 tel quel, je ne pense pas qu&#8217;il serait possible pour un Autochtone \u00e0 qui l&#8217;on a mis des entraves aux pieds et qui aurait certainement \u00e9t\u00e9 expuls\u00e9 si nous n&#8217;avions pu intervenir de d\u00e9poser une plainte concernant le traitement qu&#8217;il a subi.<\/div>\n<div><\/div>\n<div id=\"Para_6031486\" class=\"para\">Par cons\u00e9quent, le ministre est-il dispos\u00e9 \u00e0 accepter des amendements?<\/div>\n<p><\/p>","protected":false},"excerpt":{"rendered":"<p>Elizabeth May (Saanich\u2014Gulf Islands) 2020-01-29 16:17 [p.645] Madame la Pr\u00e9sidente, je suis heureuse de constater que la Chambre est pr\u00eate \u00e0 r\u00e9examiner ce projet de loi.
