Je le f\u00e9licite \u00e9galement d&#8217;avoir salu\u00e9 le travail remarquable de l&#8217;ex-d\u00e9put\u00e9 Romeo Saganash \u00e0 l&#8217;\u00e9poque o\u00f9 la Chambre \u00e9tait saisie d&#8217;un projet de loi d&#8217;initiative parlementaire.<\/p>\n<p>Je suis d&#8217;accord avec la d\u00e9put\u00e9e de Winnipeg-Centre, mais j&#8217;ai l&#8217;impression que nous allons \u00eatre d\u00e9\u00e7us, et j&#8217;aurais aim\u00e9 avoir l&#8217;avis du ministre. L&#8217;article 19 de la D\u00e9claration des Nations unies sur les droits des peuples autochtones est sans \u00e9quivoque: si un projet, une mesure administrative ou une modification l\u00e9gislative est susceptible de concerner les peuples autochtones, l&#8217;\u00c9tat-partie \u2014 en l&#8217;occurrence le Canada \u2014 doit obtenir leur consentement pr\u00e9alable et celui-ci doit \u00eatre donn\u00e9 librement et en connaissance de cause.<\/p>\n<p>Nous avons achet\u00e9 le pipeline de Kinder Morgan m\u00eame si nous savions d\u00e9j\u00e0, \u00e0 l&#8217;\u00e9poque, qu&#8217;il \u00e9tait contest\u00e9 devant les tribunaux par les Tsleil-Wautuths, les Musqueams et les Squamish. La nation Tsartlip s&#8217;y oppose d&#8217;ailleurs toujours. Je vois mal comment le Canada pourrait aller de l&#8217;avant alors que de nombreux projets un peu partout au pays ont pu voir le jour \u2014 dans le cas de Trans Mountain, l&#8217;\u00c9tat l&#8217;a m\u00eame subventionn\u00e9 \u00e0 hauteur de 17 milliards de dollars \u2014 m\u00eame si les peuples autochtones n&#8217;avaient pas donn\u00e9 librement et en connaissance de cause leur consentement pr\u00e9alable, voire s&#8217;\u00e9taient carr\u00e9ment oppos\u00e9s.<\/p>\n<p>Je sais que cette question ne rel\u00e8ve pas vraiment du ministre, puisqu&#8217;il est responsable du portefeuille de la Justice, mais j&#8217;aimerais qu&#8217;il nous explique comment on pourra concilier toutes ces choses.<\/p>","protected":false},"excerpt":{"rendered":"<p>Elizabeth May (Saanich\u2014Gulf Islands) 2021-02-17 18:30 [p.4191] Monsieur le Pr\u00e9sident, je remercie le ministre de tout ce qu&#8217;il a fait dans ce dossier.
