Peut-\u00eatre que, un jour, nous pourrions changer Saanich pour WS\u00c1NEC afin d&#8217;utiliser la graphie en sencoten, parce que c&#8217;est de l\u00e0 que vient le nom de la p\u00e9ninsule de Saanich. C&#8217;est un honneur pour moi de repr\u00e9senter les merveilleux habitants de cette r\u00e9gion.<\/p>\n<p>J&#8217;aborde le projet de loi C-14 sous un angle enti\u00e8rement diff\u00e9rent et je crains que mon intervention finisse par \u00eatre tr\u00e8s ennuyeuse. C&#8217;est que nous parlons d&#8217;un projet de loi tr\u00e8s important. J&#8217;aurais voulu qu&#8217;il soit adopt\u00e9 il y a longtemps, d\u00e8s qu&#8217;il a \u00e9t\u00e9 pr\u00e9sent\u00e9 la premi\u00e8re fois, parce qu&#8217;il comprend des mesures d&#8217;aide importantes que, comme vient de le souligner mon coll\u00e8gue de Nanaimo\u2014Ladysmith, le Parti vert appuie: des mesures d&#8217;aide s&#8217;adressant aux Canadiens \u00e0 faible et moyen revenus; l&#8217;all\u00e9gement de la dette des \u00e9tudiants; davantage d&#8217;aide pour les programmes en t\u00e9l\u00e9m\u00e9decine, en sant\u00e9 mentale et en toxicomanie; de l&#8217;aide au loyer commercial. Ce sont toutes des mesures que nous voulons voir adopter, mais cela ne signifie pas que nous n&#8217;avons pas de grandes inqui\u00e9tudes concernant l&#8217;\u00e9nonc\u00e9 \u00e9conomique de l&#8217;automne et le budget \u00e0 venir.<br \/>\nJ&#8217;en viens \u00e0 la partie de mon discours o\u00f9 je crains d&#8217;\u00eatre ennuyante. J&#8217;aurais aim\u00e9 d\u00e9fendre le point que mon coll\u00e8gue du Bloc qu\u00e9b\u00e9cois vient de soulever, soit que la relance doit \u00eatre ax\u00e9e sur les \u00e9nergies renouvelables, qu&#8217;il faut une reprise \u00e9conomique verte et qu&#8217;il est n\u00e9cessaire de respecter les engagements pris \u00e0 Paris pour limiter le r\u00e9chauffement \u00e0 1,5 degr\u00e9 Celsius. L&#8217;actuel projet de loi C-12 du gouvernement est bien loin d&#8217;assurer une quelconque responsabilit\u00e9 en la mati\u00e8re.<\/p>\n<p>Je veux me concentrer sur le r\u00f4le des parlementaires en ce qui concerne l&#8217;examen des budgets. Quel est le r\u00f4le des parlementaires dans l&#8217;\u00e9tude de l&#8217;\u00e9nonc\u00e9 \u00e9conomique de l&#8217;automne? Quel travail devons-nous faire? En th\u00e9orie, les parlementaires sont responsables du Tr\u00e9sor public. Comme certains le savent, lorsque je parle de ce qui doit se passer en th\u00e9orie \u00e0 la Chambre des communes, les d\u00e9put\u00e9s peuvent \u00eatre \u00e0 peu pr\u00e8s certains que ce n&#8217;est pas ce qu&#8217;on observe dans la pratique.<\/p>\n<p>Parmi nos principales t\u00e2ches \u00e0 titre de d\u00e9put\u00e9s, nous sommes responsables de contr\u00f4ler les d\u00e9penses publiques. Pour y arriver, nous devrions conna\u00eetre les mesures sur lesquelles nous allons voter, \u00eatre capables d&#8217;analyser le budget et obtenir suffisamment d&#8217;information pour \u00eatre des parlementaires efficaces et responsables.<\/p>\n<p>J&#8217;aborderai d&#8217;abord des questions g\u00e9n\u00e9rales, puis j&#8217;entrerai dans le d\u00e9tail. Dans le cadre de mon exp\u00e9rience d&#8217;analyse des budgets, qui remonte \u00e0 bien avant que j&#8217;aie l&#8217;honneur d&#8217;\u00eatre \u00e9lue au Parlement en 2011, j&#8217;avais l&#8217;habitude de participer \u00e0 des s\u00e9ances d&#8217;information \u00e0 huis clos sur le budget. J&#8217;\u00e9tais alors la directrice g\u00e9n\u00e9rale du Sierra Club du Canada. Je comptais parmi les fondateurs de ce que l&#8217;on appelait la Coalition du budget vert. Je m&#8217;assoyais avec le ministre des Finances pour analyser les budgets une fois qu&#8217;ils avaient \u00e9t\u00e9 pr\u00e9sent\u00e9s. Lors de ces s\u00e9ances d&#8217;information \u00e0 huis clos sur le budget, j&#8217;amenais habituellement le budget des ann\u00e9es pr\u00e9c\u00e9dentes, afin de pouvoir identifier rapidement les minist\u00e8res qui obtenaient plus d&#8217;argent, ceux qui en obtenaient moins, et de comparer la reddition de comptes et l&#8217;attribution des sommes d&#8217;argent.<\/p>\n<p>Je tente de me rappeler la derni\u00e8re fois que j&#8217;ai vu un budget qui incluait des chiffres. Les Canadiens trouveront cela \u00e9trange. Comment pouvons-nous avoir un \u00e9nonc\u00e9 \u00e9conomique de l&#8217;automne ou un budget sans chiffres? Eh bien, on y trouve des chiffres, mais il n&#8217;y a habituellement aucun lien entre eux.<\/p>\n<p>En pr\u00e9parant mon discours, j&#8217;ai trouv\u00e9 un article de d\u00e9cembre 2015 r\u00e9dig\u00e9 par trois de mes amis, soit Kevin Page, notre ancien directeur parlementaire du budget, Bob Plamondon, un \u00e9minent commentateur conservateur, ainsi que l&#8217;ancien d\u00e9put\u00e9 Pat Martin. Ils ont r\u00e9dig\u00e9 un article pour le Globe and Mail sur ce sujet m\u00eame. Les d\u00e9put\u00e9s ne poss\u00e8dent pas suffisamment d&#8217;information pour faire le travail qu&#8217;ils sont cens\u00e9s faire, c&#8217;est-\u00e0-dire contr\u00f4ler les deniers
