C&#8217;\u00e9tait non pas au sujet de ma question initiale concernant le droit des d\u00e9put\u00e9s ind\u00e9pendants et des membres de partis non reconnus de poser des questions le mercredi, mais plut\u00f4t au sujet du probl\u00e8me plus g\u00e9n\u00e9ral de la r\u00e9partition du temps de parole parmi les d\u00e9put\u00e9s et du fait que le nombre de d\u00e9put\u00e9s ind\u00e9pendants ou membres d&#8217;un parti non reconnu s&#8217;est accru. En fait, ce nombre a doubl\u00e9 au cours de la pr\u00e9sente l\u00e9gislature.<\/p>\n<p>Ce jour-l\u00e0, vous avez dit que vous preniez la question en d\u00e9lib\u00e9r\u00e9. Je ne r\u00e9p\u00e9terai certainement pas les arguments que j&#8217;ai d\u00e9j\u00e0 pr\u00e9sent\u00e9s, qui comprenaient notamment des citations des Pr\u00e9sidents Macnaughton, Jerome, Gilbert Parent et John Fraser confirmant notre droit de poser des questions \u00e0 la p\u00e9riode des questions. C&#8217;est une question de r\u00e9partition. J&#8217;ai compil\u00e9 des statistiques. Je serai aussi br\u00e8ve que possible.<\/p>\n<p>Pendant la 41e l\u00e9gislature, lorsque les verts ont fait \u00e9lire un premier d\u00e9put\u00e9, nous avions une question par semaine au d\u00e9but de la l\u00e9gislature. Nous sommes ensuite pass\u00e9s de 5 d\u00e9put\u00e9s dans la cat\u00e9gorie des d\u00e9put\u00e9s ind\u00e9pendants et des d\u00e9put\u00e9s de partis non reconnus \u00e0 14 d\u00e9put\u00e9s. Nous sommes pass\u00e9s d&#8217;une question par semaine \u00e0 sept possibilit\u00e9s d&#8217;intervention par semaine et nous nous sommes retrouv\u00e9s avec 0,86 question en moyenne par semaine plut\u00f4t qu&#8217;une.<\/p>\n<p>Pendant la 42e l\u00e9gislature, il y avait au d\u00e9part 11 d\u00e9put\u00e9s dans la cat\u00e9gorie des d\u00e9put\u00e9s ind\u00e9pendants et de partis non reconnus. Le nombre est pass\u00e9 \u00e0 17 d\u00e9put\u00e9s pendant la l\u00e9gislature en question. Encore une fois, l&#8217;effet de cette augmentation est que nous sommes pass\u00e9s d&#8217;une question chacun par semaine \u00e0 0,82 question. Cela est d\u00fb au fait que le Pr\u00e9sident et les autres partis ont ajout\u00e9 trois questions aux plages pr\u00e9vues pour les d\u00e9put\u00e9s de cette cat\u00e9gorie.<\/p>\n<p>Au d\u00e9but de cette 43e l\u00e9gislature, nous \u00e9tions quatre d\u00e9put\u00e9s et chacun de nous pouvait poser une question par semaine. Le nombre de d\u00e9put\u00e9s ind\u00e9pendants et de partis non reconnus a toutefois doubl\u00e9. Nous sommes maintenant huit. Cependant, le nombre total de questions qu&#8217;il nous est possible de poser n&#8217;a pas augment\u00e9. Ainsi, bien qu&#8217;apr\u00e8s les derni\u00e8res \u00e9lections, nous \u2014 les trois d\u00e9put\u00e9s du Parti vert et la d\u00e9put\u00e9e de Vancouver Granville \u2014 avions chacun droit \u00e0 une question par semaine, maintenant que quatre d\u00e9put\u00e9s ind\u00e9pendants se sont ajout\u00e9s, chacun d&#8217;entre nous ne peut plus poser environ qu&#8217;une question aux deux semaines, ce qui est \u00e0 peu pr\u00e8s deux fois moins qu&#8217;\u00e0 n&#8217;importe quel autre moment depuis la 41e l\u00e9gislature.<\/p>\n<p>Monsieur le Pr\u00e9sident, je vous signale que nous en sommes presque arriv\u00e9s \u00e0 une entente hier avec consentement unanime. Nous avons \u00e9norm\u00e9ment d&#8217;appui \u00e0 la Chambre. Il faut augmenter le nombre de questions que les d\u00e9put\u00e9s ind\u00e9pendants et de partis non reconnus peuvent poser. Je vous serais extr\u00eamement reconnaissante de vous pencher sur la question pour voir s&#8217;il ne serait pas opportun d&#8217;ajouter des possibilit\u00e9s d&#8217;intervention \u00e0 la
