Je pense \u00e0 l&#8217;ol\u00e9oduc Trans Mountain par exemple, que le gouvernement du Canada a achet\u00e9 sans consulter les Premi\u00e8res Nations, comme il aurait d\u00fb le faire. Cette approche est maintenue. Les membres \u00e9lus du conseil de la Premi\u00e8re Nation dans mon territoire, le territoire des W_S\u00c1NEC que j&#8217;ai l&#8217;honneur de repr\u00e9senter, m&#8217;ont dit que TMX, qui est maintenant une soci\u00e9t\u00e9 d&#8217;\u00c9tat, vient leur offrir de l&#8217;argent dans l&#8217;espoir de faire taire leurs objections. Ce n&#8217;est pas ce que j&#8217;appelle un consentement pr\u00e9alable ou donn\u00e9 librement, et pourtant c&#8217;est ce qui est fait en ce moment&#8230;<\/p>\n<p>Arif Virani (Parkdale\u2014High Park)<br \/>\n2021-04-15 18:19 [p.5712]    <\/p>\n<p>Madame la Pr\u00e9sidente, il s&#8217;agit d&#8217;une question importante en constante \u00e9volution, qui devra \u00eatre r\u00e9examin\u00e9e r\u00e9guli\u00e8rement.<\/p>\n<p>Toutefois, je crois que la citation de Mary Ellen Turpel-Lafond que je m&#8217;appr\u00eatais \u00e0 lire r\u00e9pond bien \u00e0 la question de la d\u00e9put\u00e9e. Mme Turpel-Lafond, conseill\u00e8re juridique de l&#8217;Assembl\u00e9e des Premi\u00e8res Nations, a dit que \u00ab l&#8217;id\u00e9e selon laquelle le consentement pr\u00e9alable, donn\u00e9 librement et en connaissance de cause, constitue une sorte de droit de veto n&#8217;est tout simplement pas \u00e9tay\u00e9e; ce n&#8217;est pas comme cela que les choses fonctionnent \u00bb. Il s&#8217;agit l\u00e0 d&#8217;un point important \u00e0 retenir.<\/p>\n<p>En ce qui concerne le choix du moment pour les n\u00e9gociations et la sensibilisation des membres des Premi\u00e8res Nations, qu&#8217;ils soient des dirigeants \u00e9lus, des chefs h\u00e9r\u00e9ditaires ou d&#8217;autres personnes, la d\u00e9put\u00e9e soul\u00e8ve un point tr\u00e8s pertinent.
