Les n\u00e9gociations ont dur\u00e9 longtemps. Les travailleurs du Service de protection parlementaire, les personnes qui nous ont prot\u00e9g\u00e9s lors de l&#8217;attaque \u00e0 la Chambre des communes, sont rest\u00e9s quatre ans sans contrat. Ils ont protest\u00e9 en violant les exigences relatives \u00e0 leur uniforme, et nous nous souvenons tous de les avoir vus porter des insignes.<\/p>\n<p>Parfois c&#8217;est tr\u00e8s long, parfois c&#8217;est difficile, mais l&#8217;employeur a provoqu\u00e9 la situation en changeant des parties fondamentales de la convention collective. N&#8217;y a-t-il pas un moyen de forcer l&#8217;employeur \u00e0 faire la bonne chose, plut\u00f4t que de punir les travailleurs?<\/p>\n<p>Hon. Nous ne donnons pas notre appui \u00e0 l&#8217;une ou l&#8217;autre des parties. Nous les encourageons \u00e0 trouver un terrain d&#8217;entente.<\/p>\n<p>Ce qui rend cette situation diff\u00e9rente, ce sont les cons\u00e9quences \u00e9conomiques ainsi que les effets sur la sant\u00e9 et la s\u00e9curit\u00e9 des Canadiens. Nous savons qu&#8217;un arr\u00eat de travail complet aura des r\u00e9percussions dont nous ne pouvons pas \u00eatre tenus responsables, ce qui fait que nous devons agir. C&#8217;est sans compter la derni\u00e8re ann\u00e9e de lutte contre une pand\u00e9mie qui a d\u00e9j\u00e0 affaibli les cha\u00eenes d&#8217;approvisionnement.<\/p>\n<p>Nous ne pouvons pas arr\u00eater la circulation des biens.
