Je cite le paragraphe 68(1):<\/p>\n<p style=\"padding-left: 30px;\"><em>Pour pr\u00e9senter un projet de loi, il faut proposer une motion [&#8230;]<\/em><\/p>\n<p>Plus loin, au paragraphe 68(3), on peut lire:<\/p>\n<p style=\"padding-left: 30px;\"><em>Aucun projet de loi ne peut \u00eatre pr\u00e9sent\u00e9 en blanc ou dans une forme incompl\u00e8te.<\/em><\/p>\n<p>Je soul\u00e8ve ce point pour demander conseil. Le titre abr\u00e9g\u00e9 de la version du projet de loi qui a \u00e9t\u00e9 distribu\u00e9e dans les vestibules de l&#8217;opposition \u00e9tait \u00ab Loi sur l&#8217;acc\u00e8s l\u00e9gal \u00bb. Toutefois, au cours d&#8217;une s\u00e9ance priv\u00e9e tenue plus t\u00f4t ce matin par le personnel du ministre et par les repr\u00e9sentants du minist\u00e8re de la S\u00e9curit\u00e9 publique et du minist\u00e8re de la Justice, nous avons \u00e9t\u00e9 inform\u00e9s que le titre abr\u00e9g\u00e9 du projet de loi serait \u00ab Loi sur la protection des enfants contre les cyberpr\u00e9dateurs \u00bb, sans qu&#8217;aucune copie du projet de loi ne soit distribu\u00e9e.<\/p>\n<p>J&#8217;ai v\u00e9rifi\u00e9 la version qui a \u00e9t\u00e9 remise \u00e0 tous les d\u00e9put\u00e9s, du moins \u00e0 ceux de l&#8217;opposition. J&#8217;ignore si les conservateurs ont re\u00e7u la bonne version du projet de loi. D&#8217;apr\u00e8s moi, il y a de fortes chances pour que le projet de loi C-30 ait \u00e9t\u00e9 d\u00e9pos\u00e9 sous une forme qui enfreint le paragraphe 68(3) du R\u00e8glement, qu&#8217;il \u00e9tait incomplet, et que, par cons\u00e9quent, il doive \u00eatre retir\u00e9.<\/p>\n<p>C&#8217;est quelque chose de nouveau pour moi dans ma courte exp\u00e9rience \u00e0 la Chambre, mais on dirait qu&#8217;il y a eu un changement de derni\u00e8re minute \u00e0 des fins publicitaires et que le titre abr\u00e9g\u00e9 est pass\u00e9 de \u00ab Loi sur l&#8217;acc\u00e8s l\u00e9gal \u00bb \u00e0 \u00ab Loi sur la protection des enfants contre les cyberpr\u00e9dateurs \u00bb.<\/p>\n<p>Je vous soumets cette question, monsieur le Pr\u00e9sident, pour avoir votre avis, \u00e0 savoir si la forme incompl\u00e8te sous laquelle le projet de loi a \u00e9t\u00e9 distribu\u00e9 aux d\u00e9put\u00e9s a eu une incidence sur la forme sous laquelle il a \u00e9t\u00e9 d\u00e9pos\u00e9 \u00e0 la Chambre.<\/p>\n<p><strong>Le pr\u00e9sident suppl\u00e9ant :<\/strong> La d\u00e9put\u00e9e de Saanich\u2014Gulf Islands a invoqu\u00e9 le R\u00e8glement. Je l&#8217;en remercie.
