Bob Dechert : <\/strong>Monsieur le Pr\u00e9sident, je remercie la d\u00e9put\u00e9e de ses observations. Je suis un peu perplexe cependant. Dans son discours, elle a dit \u00eatre au courant de certaines des pr\u00e9tendues atrocit\u00e9s qui sont commises en Libye, dont les all\u00e9gations de viols collectifs que les forces de Kadhafi auraient ordonn\u00e9s. Ces accusations font actuellement l’objet de poursuites devant la Cour p\u00e9nale internationale.<\/p>\n

J’aimerais que la d\u00e9put\u00e9e explique \u00e0 la Chambre comment nous pouvons rester l\u00e0 \u00e0 ne rien faire et ne pas prot\u00e9ger les femmes en Libye en faisant appel \u00e0 nos forces militaires, en vertu de la r\u00e9solution des Nations Unies visant \u00e0 prot\u00e9ger la population civile de la Libye, si nous n’adoptons pas cette r\u00e9solution aujourd’hui et continuons notre mission jusqu’\u00e0 ce que ces horribles atrocit\u00e9s aient cess\u00e9.<\/p>\n

Elizabeth May :<\/strong> Monsieur le Pr\u00e9sident, j’ai signal\u00e9 tout \u00e0 l’heure que l’incoh\u00e9rence de la position du gouvernement m’inqui\u00e8te \u00e9norm\u00e9ment.<\/p>\n

Les Nations Unies nous ont demand\u00e9 \u00e0 trois reprises, pas une mais bien trois fois, d’envoyer deux Casques bleus, et le nom du lieutenant-g\u00e9n\u00e9ral Andrew Leslie en particulier a \u00e9t\u00e9 mentionn\u00e9, en R\u00e9publique d\u00e9mocratique du Congo, o\u00f9 l’utilisation du viol comme arme de guerre syst\u00e9matique touche des milliers et des milliers de femmes et o\u00f9 il nous faut absolument intervenir. Nous avons rejet\u00e9 ces demandes.<\/p>\n

Dans ce cas-ci, je crois que nous aurons un r\u00f4le tr\u00e8s l\u00e9gitime \u00e0 jouer, en tant que nation qui a particip\u00e9 \u00e0 la premi\u00e8re phase de la responsabilit\u00e9 de prot\u00e9ger pour ensuite abandonner ce r\u00f4le et agir sous l’\u00e9gide des Nations Unies, pour r\u00e9clamer la tenue de n\u00e9gociations de paix dans le but premier d’obtenir un cessez-le-feu complet sans poser comme condition pr\u00e9alable la d\u00e9mission de M.
