Les d\u00e9put\u00e9s sont peut-\u00eatre au courant de mes ant\u00e9c\u00e9dents dans le domaine du droit du travail. C\u2019est pourquoi, en me penchant sur cette question, il me semble que l\u2019employeur a impos\u00e9 un lock-out \u00e0 un moment tr\u00e8s critique. C\u2019est l\u2019employeur et non pas le syndicat qui a cr\u00e9\u00e9 les probl\u00e8mes de distribution du courrier. Les gr\u00e8ves tournantes n\u2019emp\u00eachaient pas la livraison du courrier.<\/p>\n<p>Je me demande s\u2019il ne serait pas possible de concevoir une loi sur le retour au travail pour amener la partie patronale \u00e0 faire son travail. Le d\u00e9put\u00e9 de Toronto-Centre devrait avoir son id\u00e9e sur la question.<\/p>\n<p><strong>L&#8217;hon. Bob Rae : <\/strong>Madame la Pr\u00e9sidente, la d\u00e9put\u00e9e de Saanich\u2014Gulf Islands a parfaitement raison d\u2019insister, comme d&#8217;autres d\u00e9put\u00e9s et moi-m\u00eame l&#8217;avons fait dans nos commentaires, sur le fait qu&#8217;il ne s&#8217;agit pas d&#8217;une gr\u00e8ve. Il s\u2019agit d\u2019un lock-out, un lock-out qui a emp\u00each\u00e9 les travailleurs de faire le travail qu\u2019ils sont dispos\u00e9s \u00e0 faire.<\/p>\n<p>Cependant, j\u2019ai \u00e9galement fait un commentaire sur lequel il est important d\u2019insister, \u00e0 savoir que si quelqu\u2019un disait simplement, comme le syndicat l\u2019a fait, \u00ab Retournons au travail et n\u00e9gocions \u00bb, ce qui semblerait tr\u00e8s acceptable et souhaitable pour tous les d\u00e9put\u00e9s, il faudrait s\u2019attendre \u00e0 une contrepartie. Nous devons dire au syndicat: \u00ab C&#8217;est d&#8217;accord. Rentrez au travail, mais abstenez-vous de toute gr\u00e8ve, de toute gr\u00e8ve tournante, de toute perturbation des services \u00bb. Ces mesures compromettent syst\u00e9matiquement la capacit\u00e9 de la soci\u00e9t\u00e9 \u00e0 attirer les clients. Bien des clients ont d\u00e9j\u00e0 abandonn\u00e9 Postes Canada et ils ne reviendront jamais, \u00e0 moins que les services offerts ne soient garantis. Ils iront tout bonnement faire affaire ailleurs. Voil\u00e0 la r\u00e9alit\u00e9 commerciale dans laquelle Postes Canada fonctionne.
