Michael Chong : <\/strong>Madame la Pr\u00e9sidente, je remercie la d\u00e9put\u00e9e de ses observations et je la f\u00e9licite d&#8217;avoir \u00e9t\u00e9 \u00e9lue \u00e0 la Chambre.<\/p>\n<p>Il est important pour nous de remettre tout le d\u00e9bat en perspective. Le gouvernement du Canada ne prend pas position dans ce conflit. Le conflit de travail oppose deux parties, soit la soci\u00e9t\u00e9 et le STTP. Malheureusement, les deux parties n&#8217;ont pas \u00e9t\u00e9 en mesure de s&#8217;entendre avant la fin de la convention collective.<\/p>\n<p>Le gouvernement a tent\u00e9 d&#8217;aider les deux parties \u00e0 s&#8217;entendre malgr\u00e9 tout en nommant un m\u00e9diateur. Des gr\u00e8ves tournantes ont \u00e9t\u00e9 d\u00e9clench\u00e9es par le STTP, puis la direction a d\u00e9cid\u00e9 de d\u00e9cr\u00e9ter un lock-out.<\/p>\n<p>Ce qu&#8217;un gouvernement responsable doit faire lorsqu&#8217;une organisation d\u00e9tient le monopole et qu&#8217;aucune autre solution ne s&#8217;offre aux millions de Canadiens, c&#8217;est d&#8217;adopter une mesure l\u00e9gislative visant le retour au travail des employ\u00e9s pour que ce service essentiel puisse continuer d&#8217;\u00eatre offert \u00e0 la population canadienne. Les lib\u00e9raux ont fait la m\u00eame chose lorsqu&#8217;ils \u00e9taient au pouvoir.<\/p>\n<p>Ce qu&#8217;une opposition responsable doit faire dans un tel cas, c&#8217;est de cesser son obstruction syst\u00e9matique. Elle doit permettre l&#8217;adoption de cette mesure l\u00e9gislative. Le probl\u00e8me, c&#8217;est que l&#8217;opposition officielle prend position dans ce conflit, ce qui d\u00e9montre bien qu&#8217;elle n&#8217;est pas encore pr\u00eate \u00e0 prendre notre rel\u00e8ve.<\/p>\n<p><strong>Elizabeth May : <\/strong>Madame la Pr\u00e9sidente, je tiens \u00e0 dire \u00e0 mon ami, le d\u00e9put\u00e9 de Wellington\u2014Halton Hills, que j&#8217;aimerais bien qu&#8217;on ne discute pas du fait que le NPD est pr\u00eat ou non \u00e0 prendre la rel\u00e8ve. Nous ne sommes pas ici pour discuter de cette question. Je ne crois pas non plus qu&#8217;il est \u00e9vident que le gouvernement, lui, n&#8217;a pas pris position.<\/p>\n<p>Comme je l&#8217;ai mentionn\u00e9 plus t\u00f4t aujourd&#8217;hui \u00e0 la Chambre, l&#8217;Union des associations des professeurs des universit\u00e9s de l&#8217;Ontario, qui a examin\u00e9 le projet de loi C-6, est parvenue \u00e0 la conclusion que celui-ci va \u00e0 l&#8217;encontre des principaux aspects de la d\u00e9cision de la Cour supr\u00eame et qu&#8217;il fera r\u00e9gresser les n\u00e9gociations collectives partout au Canada. Pourquoi est-elle parvenue \u00e0 une telle conclusion?<\/p>\n<p>Il n&#8217;y a rien de mal \u00e0 adopter une loi de retour au travail. Tout le monde sait que c&#8217;est ce que le gouvernement doit faire dans les circonstances. Or, si cette mesure l\u00e9gislative est autant d\u00e9cri\u00e9e, c&#8217;est qu&#8217;elle ne respecte pas certains principes fondamentaux du droit du travail. Elle est trop contraignante et elle ne donne pas \u00e0 l&#8217;arbitre la marge de manoeuvre n\u00e9cessaire. De plus, elle comprend, \u00e0 l&#8217;article 15, des conditions salariales moins bonnes que celles dont les parties avaient convenu avant que les n\u00e9gociations soient rompues, de m\u00eame qu&#8217;un autre article, plut\u00f4t \u00e9trange, qui peut laisser entendre que l&#8217;arbitre devra se fonder sur la n\u00e9cessit\u00e9 d&#8217;\u00e9tablir les modalit\u00e9s de&#8230;<\/p>","protected":false},"excerpt":{"rendered":"<p>L&#8217;hon.
