Je regrette que, puisqu&#8217;un certain consensus a \u00e9t\u00e9 atteint \u00e0 l&#8217;\u00e9tape de l&#8217;\u00e9tude en comit\u00e9, les d\u00e9put\u00e9s qui ont des pr\u00e9occupations semblent avoir l&#8217;impression qu&#8217;ils doivent se pincer le nez et adopter un projet de loi qui pourrait fort bien ouvrir la porte \u00e0 de graves probl\u00e8mes dans la soci\u00e9t\u00e9.<\/p>\n<p>J&#8217;ai lu dans le journal d&#8217;aujourd&#8217;hui que le vice-pr\u00e9sident de l&#8217;Association du Barreau canadien, Eric Gottardi, aurait dit qu&#8217;il s&#8217;agit l\u00e0 d&#8217;un cadeau au personnel de s\u00e9curit\u00e9 priv\u00e9. Il a dit: \u00ab Souvent, ces employ\u00e9s ne disposent pas de tout l&#8217;\u00e9ventail d&#8217;\u00e9quipement ni de la formation voulus pour effectuer des arrestations sans risque et en toute l\u00e9galit\u00e9, en fonction des circonstances \u00bb.<\/p>\n<p>M\u00eame \u00e0 une \u00e9tape aussi avanc\u00e9e, nous devrions insister pour que les articles relatifs \u00e0 l&#8217;arrestation par des citoyens restent tels qu&#8217;ils sont actuellement dans le Code criminel et ne soient pas \u00e9largis, comme le pr\u00e9voit le projet de loi.<\/p>\n<p><strong>Charlie Angus :<\/strong> Monsieur le Pr\u00e9sident, les services de s\u00e9curit\u00e9 priv\u00e9s existent d\u00e9j\u00e0, et cela ne va pas changer. Y a-t-il des pr\u00e9occupations au sujet de la fa\u00e7on dont on recourt aux agences de s\u00e9curit\u00e9 priv\u00e9es? Assur\u00e9ment, mais le projet de loi ne changera pas cette r\u00e9alit\u00e9 dans notre soci\u00e9t\u00e9.<\/p>\n<p>Nous pensons que le projet de loi est bon. Il est bon parce que les r\u00e9actions de chaque c\u00f4t\u00e9 de la Chambre nous ont permis de nous pencher sur certaines pr\u00e9occupations. Si ma coll\u00e8gue estime qu&#8217;elle doit se pincer le nez pour voter en faveur du projet de loi, je lui dirai que faire des lois, c&#8217;est comme faire de la saucisse. Ce n&#8217;est pas ce qu&#8217;il a de plus facile. Nous n&#8217;obtenons pas tout ce que nous voulons. Le domaine du droit n&#8217;est pas facile non plus, et il y aura toujours des zones grises.
