C&#8217;est la premi\u00e8re fois que j&#8217;ai l&#8217;occasion de poser une question au d\u00e9put\u00e9 de Toronto\u2014Danforth. J&#8217;esp\u00e8re qu&#8217;il ne m&#8217;en voudra pas si j&#8217;empi\u00e8te sur le temps qui lui est accord\u00e9 pour revenir sur la r\u00e9ponse donn\u00e9e par un des ses coll\u00e8gues.<\/p>\n<p>Le d\u00e9put\u00e9 de Timmins\u2014Baie James a pr\u00e9sum\u00e9 \u00e0 tort que j&#8217;appuierais ce projet de loi. Je n&#8217;en ai pas l&#8217;intention. Je suis \u00e0 peu pr\u00e8s convaincue d&#8217;\u00eatre la seule \u00e0 la Chambre qui juge d\u00e9favorablement l&#8217;id\u00e9e d&#8217;\u00e9largir les pouvoirs d&#8217;arrestation des simples citoyens. Le d\u00e9put\u00e9 de Timmins\u2014Baie James a beau affirmer que cette petite modification n&#8217;entra\u00eenerait aucune cons\u00e9quence relativement \u00e0 l&#8217;arrestation par les citoyens et aux agences priv\u00e9es de s\u00e9curit\u00e9, je tiens \u00e0 souligner que ce changement permettrait en r\u00e9alit\u00e9 aux gens de proc\u00e9der \u00e0 une arrestation dans un d\u00e9lai raisonnable apr\u00e8s la perp\u00e9tration de l&#8217;infraction.<\/p>\n<p>Le d\u00e9put\u00e9 de Toronto\u2014Danforth a-t-il quelque chose \u00e0 dire \u00e0 ce sujet?<\/p>\n<p><strong>Craig Scott :<\/strong> Monsieur le Pr\u00e9sident, j&#8217;ai \u00e9t\u00e9 tr\u00e8s franc quand j&#8217;ai d\u00e9clar\u00e9 que, comme bien des gens, je suis r\u00e9ticent \u00e0 l&#8217;id\u00e9e de trop modifier les dispositions relatives aux arrestations par les citoyens. Toutefois, le comit\u00e9 et le gouvernement ont, ultimement, le droit de faire ces propositions dans leur projet de loi.<\/p>\n<p>La d\u00e9put\u00e9e a tout \u00e0 fait raison. Il est vrai que le projet de loi \u00e9tend l\u00e9g\u00e8rement la notion d&#8217;arrestation par les citoyens et pr\u00e9cise qu&#8217;elle peut se faire dans un d\u00e9lai raisonnable apr\u00e8s la perp\u00e9tration de l&#8217;infraction. Il y a cependant un certain nombre de garanties. On ne peut arr\u00eater quelqu&#8217;un si on peut raisonnablement s&#8217;attendre \u00e0 ce que la police se rende sur les lieux et fasse son travail.<\/p>\n<p>Il y a d&#8217;autres dispositions, dont je n&#8217;aurai pas le temps de parler, qui signalent qu&#8217;en r\u00e9alit\u00e9 l&#8217;incident du Lucky Moose, avec David Chen, nous sert de paradigme dans ce d\u00e9bat.
