Je suis contente que l&#8217;opposition officielle soit d&#8217;avis que les mesures l\u00e9gislatives fondamentales doivent \u00eatre retir\u00e9es, et qu&#8217;il ne faut pas toutes les adopter en bloc.<\/p>\n<p>Cependant, je me demande si la d\u00e9put\u00e9e pourrait aussi m&#8217;aider. Je sais que l&#8217;ouvrage La proc\u00e9dure et les usages de la Chambre des communes dit que le ministre des Finances ne peut pas inclure des mesures qui n&#8217;ont pas \u00e9t\u00e9 mentionn\u00e9es au pr\u00e9alable dans le budget. Je n&#8217;arrive pas \u00e0 trouver dans le budget la moindre allusion \u00e0 l&#8217;\u00e9limination des lois concernant les habitats des poissons, \u00e0 la modification de la Loi sur les esp\u00e8ces en p\u00e9ril en vue de permettre \u00e0 l&#8217;Office national de l&#8217;\u00e9nergie d&#8217;autoriser la destruction des esp\u00e8ces en p\u00e9ril ou \u00e0 la modification de la Loi sur la protection des eaux navigables. Comment peut-on m\u00eame pr\u00e9tendre que ces mesures font partie du budget de 2012?<\/p>\n<p><strong>Fran\u00e7oise Boivin :<\/strong> Madame la Pr\u00e9sidente, je remercie ma coll\u00e8gue de sa question. Je serai port\u00e9e \u00e0 simplement lui r\u00e9pondre ceci: je n&#8217;ai pas d&#8217;explication intelligente pour justifier les gestes des conservateurs. Plusieurs aspects sont absolument incompr\u00e9hensibles.<\/p>\n<p>Elle en a donn\u00e9 certains exemples, mais il y en a plein d&#8217;autres. On se demandait comment le gouvernement pouvait \u00eatre favorable au fait de mettre un terme au Protocole de Kyoto.<\/p>\n<p>Imaginez que c&#8217;est une phrase, dans une page du projet de loi C-38, projet de loi d&#8217;ex\u00e9cution du budget , par laquelle on voit que c&#8217;en est fini du Protocole de Kyoto, que la Loi de mise en oeuvre du Protocole de Kyoto, chapitre 30 des Lois du Canada (2007), est abrog\u00e9e. C&#8217;est comme \u00e7a qu&#8217;on agit lorsqu&#8217;on fait des ententes \u00e0 l&#8217;\u00e9chelle internationale, lorsqu&#8217;on donne notre nom comme pays.<\/p>\n<p>Je dis aux gens qui nous \u00e9coutent \u2014 je le dis sans m\u00e9chancet\u00e9, parce que c&#8217;est la r\u00e9alit\u00e9 \u2014 de faire attention quand ils transigent avec le gouvernement canadien parce que ce n&#8217;est pas s\u00fbr, quand il donne sa parole, qu&#8217;elle vaille grand-chose.<\/p>\n<p>Avec un gouvernement qui est pr\u00eat \u00e0 agir comme \u00e7a, est-il \u00e9tonnant de voir qu&#8217;il n&#8217;y avait rien dans le budget par rapport \u00e0 ce dont parlait ma coll\u00e8gue, puis qu&#8217;on en parle dans le projet de loi d&#8217;ex\u00e9cution du budget, le projet de loi C-38? Il n&#8217;y a plus rien qui me surprend dans cette Chambre.
