La chef du Parti vert, Elizabeth May, est peut-\u00eatre bien seule dans son coin de la Chambre des communes, mais si tout se d\u00e9roule comme pr\u00e9vu, elle pourrait profiter de son statut pour obliger les d\u00e9put\u00e9s \u00e0 voter des jours durant, sans interruption, sur le projet de loi budg\u00e9taire mammouth. Son objectif ? Faire reculer le gouvernement et stopper la r\u00e9forme environnementale qu’il a ins\u00e9r\u00e9e dans son projet de loi C-38.<\/p>\n

Mme May entend pr\u00e9senter une liste de plusieurs centaines d’amendements au projet de loi budg\u00e9taire de mani\u00e8re \u00e0 rectifier les failles, b\u00e9antes \u00e0 son avis, du volet environnemental. ” Ironie ou chance “, son statut de d\u00e9put\u00e9e ind\u00e9pendante \u00e0 la Chambre des communes fait en sorte qu’elle ne pourra pas si\u00e9ger au comit\u00e9 qui \u00e9tudiera le mastodonte l\u00e9gislatif et donc y proposer des amendements \u00e0 cette \u00e9tape. Pour compenser, elle aura le droit d’en proposer… directement \u00e0 la Chambre des communes et de les faire voter par les 308 d\u00e9put\u00e9s.<\/p>\n

Une fois que les votes sur un projet de loi ont d\u00e9but\u00e9, ils ne s’arr\u00eatent plus. Avec une dur\u00e9e moyenne de 15 minutes par vote, le vote-marathon pourrait durer des jours et des nuits, sans interruption. “Ce n’est pas diabolique, c’est seulement proc\u00e9dural, se d\u00e9fend Mme May en entrevue. Si le gouvernement met en avant un projet de loi omnibus, il doit s’attendre \u00e0 faire l’objet d’amendements omnibus.”<\/p>\n
