{"id":5118,"date":"2012-05-15T08:40:23","date_gmt":"2012-05-15T12:40:23","guid":{"rendered":"http:\/\/elizabethmaymp.ca?p=5118"},"modified":"2012-05-16T08:43:07","modified_gmt":"2012-05-16T12:43:07","slug":"copyright-modernization-act-bill-c-11-6","status":"publish","type":"post","link":"https:\/\/elizabethmaymp.ca\/fr\/copyright-modernization-act-bill-c-11-6\/","title":{"rendered":"Loi sur la modernisation du droit d\u2019auteur (loi C-11)"},"content":{"rendered":"<p><strong>Elizabeth May :<\/strong> Monsieur le Pr\u00e9sident, je suis d&#8217;accord avec le ministre du Patrimoine canadien quand il dit que nous avons beaucoup d\u00e9battu du projet de loi qui nous occupe comparativement \u00e0 d&#8217;autres, comme le projet de loi C-38, dont nous n&#8217;avons presque pas parl\u00e9.<\/p>\n<p>Ce qui m&#8217;indispose, c&#8217;est la fa\u00e7on de faire du leader du gouvernement \u00e0 la Chambre des communes. Voil\u00e0 que nous apprenons aujourd&#8217;hui m\u00eame, sans pr\u00e9avis, qu&#8217;un vote aura lieu. Nous avons appris hier qu&#8217;il y aurait attribution de temps, mais rien n&#8217;indiquait si deux, trois ou quatre jours seraient allou\u00e9s. De nombreux amendements importants doivent \u00eatres examin\u00e9s; il y aura donc beaucoup de votes ce soir.<\/p>\n<p>Le leader du gouvernement \u00e0 la Chambre d\u00e9montrerait un peu plus de respect envers tous les d\u00e9put\u00e9s s&#8217;il donnait des pr\u00e9avis raisonnables au sujet des projets de loi. Nous avons tous un agenda bien rempli; dans mon cas, un \u00e9v\u00e9nement b\u00e9n\u00e9fice \u00e0 la m\u00e9moire de la meilleure amie de ma fille. Je suis d\u00e9sol\u00e9e de parler ainsi de ma vie priv\u00e9e, car nous faisons tous des sacrifices pour rester tard \u00e0 la Chambre et assister au vote. Un pr\u00e9avis plus long aurait fait preuve de plus de respect.<\/p>\n<p><strong>L&#8217;hon. James Moore :<\/strong> Monsieur le Pr\u00e9sident, je me sens vraiment mal pour la chef du Parti vert, qui doit faire des sacrifices. Je la f\u00e9licite de toute l&#8217;attention qu&#8217;elle a consacr\u00e9e \u00e0 ce projet de loi. Elle a propos\u00e9 des amendements, et nous les avons \u00e9tudi\u00e9s pendant les processus pr\u00e9c\u00e9dents.<\/p>\n<p>Pour \u00eatre franc, on ne peut pas retarder le vote ind\u00e9finiment. Apr\u00e8s deux ans, il est grand temps de passer au vote. Les Canadiens, les consommateurs et les organismes ont besoin de l&#8217;assurance que leur procurera cette mesure l\u00e9gislative pour pouvoir aller de l&#8217;avant dans cet univers num\u00e9rique.<\/p>\n<p>Une longue liste d&#8217;organismes appuient ce projet de loi. Il n&#8217;en appuient pas n\u00e9cessairement tous les aspects, puisque nous avons cherch\u00e9 \u00e0 atteindre un juste \u00e9quilibre, mais ils appuient les \u00e9l\u00e9ments essentiels qui permettront \u00e0 cette mesure l\u00e9gislative d&#8217;\u00eatre adopt\u00e9e. \u00c0 titre d&#8217;exemple, l&#8217;Alliance canadienne des associations \u00e9tudiantes a dit que le gouvernement d\u00e9montre ainsi son engagement \u00e0 l&#8217;\u00e9gard du milieu de l&#8217;enseignement, que les \u00e9tudiants canadiens voient cette mesure l\u00e9gislative d&#8217;un tr\u00e8s bon oeil et que le gouvernement comprend bien l&#8217;effet de cette mesure pour les \u00e9tudiants, les enseignants et les chercheurs canadiens.<\/p>\n<p>L&#8217;attention que la d\u00e9put\u00e9e de Saanich\u2014Gulf Islands a port\u00e9e \u00e0 ce projet de loi suscite mon profond respect. Apr\u00e8s deux ans et demi d&#8217;\u00e9tude, deux ans de d\u00e9bats sur ce projet de loi pr\u00e9cis, il est temps de passer au
