{"id":5195,"date":"2012-05-18T16:13:26","date_gmt":"2012-05-18T20:13:26","guid":{"rendered":"http:\/\/elizabethmaymp.ca?p=5195"},"modified":"2012-05-18T16:13:26","modified_gmt":"2012-05-18T20:13:26","slug":"may-warns-of-irreparable-environmental-damage-in-our-north-oil-and-gas-development-must-not-be-rushed","status":"publish","type":"post","link":"https:\/\/elizabethmaymp.ca\/fr\/may-warns-of-irreparable-environmental-damage-in-our-north-oil-and-gas-development-must-not-be-rushed\/","title":{"rendered":"May nous pr\u00e9vient des dommages environnementaux irr\u00e9parables caus\u00e9s au Nord : l\u2019exploitation p\u00e9troli\u00e8re et gazi\u00e8re ne doit pas \u00eatre"},"content":{"rendered":"<p>La chef du Parti vert et d\u00e9put\u00e9e de Saanich-Gulf Islands, Elizabeth May, a pr\u00e9venu les conservateurs de Harper de ne pas agir avec imprudence quant \u00e0 l\u2019expansion plus au nord des activit\u00e9s de forage marin dans la mer de Beaufort avant que nous en sachions davantage sur les risques potentiels que cela pourrait entra\u00eener \u00e0 cet \u00e9cosyst\u00e8me fragile.<\/p>\n<p>\u00ab\u00a0L\u2019annonce selon laquelle 905\u00a0000 hectares de nos eaux arctiques cristallines \u00e9taient ouverts aux appels d\u2019offres a caus\u00e9 une onde de choc \u2013 particuli\u00e8rement lorsque le Parlement est en train de d\u00e9battre du projet de loi C 38, qui met la hache dans nos protections environnementales\u00a0\u00bb, affirme Mme\u00a0May.<\/p>\n<p>La chef du Parti vert a \u00e9galement soulign\u00e9 que nous n\u2019en savons pas suffisamment sur les cons\u00e9quences environnementales du forage dans l\u2019Arctique.<\/p>\n<p>L\u2019annonce des appels d\u2019offres est survenue moins de deux ans apr\u00e8s que de tels plans de forage aient \u00e9t\u00e9 interrompus \u00e0 la suite du d\u00e9versement de p\u00e9trole de BP survenu dans le golfe du Mexique. Ironiquement, suite \u00e0 une revue subs\u00e9quente des forages extrac\u00f4tiers dans l\u2019Arctique r\u00e9alis\u00e9e par l\u2019Office national de l\u2019\u00e9nergie, des r\u00e8gles plus permissives ont \u00e9t\u00e9 adopt\u00e9es. Ces derni\u00e8res permettent aux entreprises ayant mis en place des mesures \u00e9quivalentes de contourner l\u2019obligation selon laquelle elles doivent r\u00e9pondre \u00e0 une \u00e9ruption en forant un puits de secours avant l\u2019hiver. Cependant, les mesures alternatives visant \u00e0 faire face \u00e0 une \u00e9ruption n\u2019ont pas encore \u00e9t\u00e9 pr\u00e9cis\u00e9es.<\/p>\n<p>Jeudi, Mme\u00a0May a abord\u00e9 le probl\u00e8me en Chambre\u00a0: \u00ab\u00a0<a href=\"http:\/\/elizabethmaymp.ca\/fr\/parliament\/questions\/2012\/05\/17\/oral-questions-the-environment-3\/\">Comment l\u2019Office national de l\u2019\u00e9nergie a-t-il l\u2019intention de pr\u00e9venir les risques d\u2019\u00e9ruption pendant les activit\u00e9s de forage, d\u2019exploration et d\u2019exploitation dans notre \u00e9cosyst\u00e8me le plus fragile, celui de l\u2019Arctique?<\/a>\u00a0\u00bb<\/p>\n<p>Comme avec la plupart des questions li\u00e9es \u00e0 la protection de l\u2019environnement, John Duncan, ministre des Affaires autochtones et D\u00e9veloppement du Nord Canada, a refus\u00e9 de r\u00e9pondre aux pr\u00e9occupations de Mme\u00a0May.<\/p>\n<p>\u00ab\u00a0Avant d\u2019emprunter une nouvelle fois la tr\u00e8s p\u00e9rilleuse avenue des combustibles fossiles, l\u2019Office national de l\u2019\u00e9nergie doit clarifier la mani\u00e8re avec laquelle il \u00e9liminera ou il minimisera les dangers d\u2019\u00e9ruption sur le plancher oc\u00e9anique, affirme Mme\u00a0May. Quel \u00e9quipement les entreprises auront-elles \u00e0 bord? Quelles pr\u00e9cautions prendront-elles? \u00c0 l\u2019heure actuelle, nous ne le savons tout simplement pas.\u00a0\u00bb<\/p>\n<p>\u00ab\u00a0Qui plus est, l\u2019Arctique est un environnement partag\u00e9. Nous avons besoin d\u2019une approche circumpolaire mise sur pied par l\u2019entremise du Conseil de l\u2019Arctique.\u00a0\u00bb<\/p>\n<p>Il est int\u00e9ressant de noter que l\u2019annonce des appels d\u2019offres est survenue seulement une semaine apr\u00e8s que Scott Vaughan, le Commissaire \u00e0 l&#8217;environnement et au d\u00e9veloppement durable du Canada, ait indiqu\u00e9 que les conservateurs avaient tr\u00e8s peu de chance d\u2019atteindre leurs propres cibles en mati\u00e8re de r\u00e9duction des gaz \u00e0 effet de serre.<\/p>\n<p>\u00ab\u00a0Alors que le reste du monde et bon nombre de ses chefs d\u2019\u00c9tat pr\u00eatent une tr\u00e8s grande attention aux avertissements en mati\u00e8re de changements climatiques, M.\u00a0Harper ouvre le plus de secteurs possible aux activit\u00e9s d\u2019exploitation des ressources, explique Mme\u00a0May. Alors que nous assistons \u00e0 la fonte des glaces et \u00e0 l\u2019ouverture du passage du Nord-Ouest, il veut acc\u00e9l\u00e9rer le r\u00e9chauffement tout en d\u00e9truisant des d\u00e9cennies de lois environnementales et il ignore le potentiel offert par les \u00e9nergies renouvelables tout comme les emplois qu\u2019elles pourraient
