Dans leur lettre, les quatre anciens ministres des P\u00eaches que j&#8217;ai mentionn\u00e9s plus t\u00f4t ont conclu que, \u00e0 moins que des amendements ne soient apport\u00e9s \u00e0 ce projet de loi, nous avons un s\u00e9rieux probl\u00e8me.<\/p>\n<p>Je vais encore une fois les citer. Ils r\u00e9pondent \u00e0 l&#8217;all\u00e9gation voulant que les dispositions de la loi actuelle soient tout \u00e0 fait inad\u00e9quates. Je les cite:<\/p>\n<p style=\"padding-left: 30px;\"><em>[&#8230;] en nous fondant sur notre propre exp\u00e9rience, nous sommes d&#8217;avis que le gouvernement a largement exag\u00e9r\u00e9 les lacunes de la loi actuelle et que la plupart des mesures correctives qu&#8217;il a propos\u00e9es&#8230;<\/em><\/p>\n<p>En d&#8217;autres termes, c&#8217;est une mesure l\u00e9gislative absolument horrible.<\/p>\n<p style=\"padding-left: 30px;\"><em>[&#8230;] sont totalement disproportionn\u00e9es par rapport aux probl\u00e8mes qu&#8217;il a, vaguement, soulev\u00e9s. En r\u00e9sum\u00e9, nous avons l&#8217;impression que les ministres utilisent un bulldozer pour \u00e9craser une mouche.<\/em><\/p>\n<p>Ce projet de loi comporte de graves lacunes et je demande au secr\u00e9taire parlementaire et \u00e0 tous les ministres de revoir leur position.<\/p>\n<p><strong>Randy Kamp :<\/strong> Monsieur le Pr\u00e9sident, nous nous sommes pench\u00e9s de pr\u00e8s sur cette question. En fait, deux des ministres que la d\u00e9put\u00e9e cite ont publi\u00e9 des politiques \u00e0 ce sujet. Par exemple, c&#8217;est la politique de gestion de l&#8217;habitat du poisson, publi\u00e9e en 1986 par l&#8217;ancien ministre Tom Siddon, qui dit clairement que nous devons concentrer nos mesures de protection de l&#8217;habitat sur les p\u00eaches r\u00e9cr\u00e9atives, commerciales et autochtones.<\/p>\n<p>En 1998, durant le mandat de l&#8217;ancien ministre David Anderson, le gouvernement a publi\u00e9 un autre \u00e9nonc\u00e9 strat\u00e9gique qui venait \u00e9largir la politique sur l&#8217;habitat du poisson, en expliquant aux d\u00e9cideurs comment appliquer l&#8217;article 35 de la loi.
