{"id":5639,"date":"2012-06-11T09:48:09","date_gmt":"2012-06-11T13:48:09","guid":{"rendered":"http:\/\/elizabethmaymp.ca?p=5639"},"modified":"2021-03-01T14:20:37","modified_gmt":"2021-03-01T19:20:37","slug":"jobs-growth-and-long-term-prosperity-act-bill-c-38-27","status":"publish","type":"post","link":"https:\/\/elizabethmaymp.ca\/fr\/jobs-growth-and-long-term-prosperity-act-bill-c-38-27\/","title":{"rendered":"Loi sur l&#8217;emploi, la croissance et la prosp\u00e9rit\u00e9 durable (Loi C-38)"},"content":{"rendered":"<p><strong>David McGuinty :<\/strong> Monsieur le Pr\u00e9sident, je tiens \u00e0 f\u00e9liciter ma coll\u00e8gue pour son intervention et pour avoir su saisir au bond la balle lanc\u00e9e par la secr\u00e9taire parlementaire du ministre des Finances.<\/p>\n<p>S&#8217;il est vrai que le gouvernement r\u00e9fl\u00e9chit \u00e0 ces changements depuis des ann\u00e9es, je me demande si la d\u00e9put\u00e9e pourrait nous aider \u00e0 comprendre pourquoi le gouvernement a attendu si longtemps avant d&#8217;envoyer 10 ministres de premier plan aux quatre coins du pays pour essayer de convaincre les Canadiens que le processus d&#8217;\u00e9valuation environnementale doit \u00eatre limit\u00e9 \u00e0 deux ans, pour ensuite \u00eatre oblig\u00e9 d&#8217;admettre que, si un promoteur prend du retard, la limite de deux ans ne s&#8217;appliquera plus.<\/p>\n<p>La d\u00e9put\u00e9e pourrait-elle nous aider \u00e0 comprendre ce qui s&#8217;est produit dans le cas de la p\u00e9troli\u00e8re Imp\u00e9riale dans les Territoires du Nord-Ouest?<\/p>\n<p><strong>Elizabeth May :<\/strong> Monsieur le Pr\u00e9sident, mon coll\u00e8gue a tr\u00e8s bien expos\u00e9 le probl\u00e8me. Je me contenterai de dire que la plupart des retards qui ont \u00e9t\u00e9 observ\u00e9s dans le pass\u00e9 en ce qui a trait \u00e0 l&#8217;\u00e9valuation de grands projets \u2014 comme le gazoduc du Mackenzie \u2014 ont \u00e9t\u00e9 directement caus\u00e9s par l&#8217;incurie du promoteur.<\/p>\n<p>Bon nombre d&#8217;entre nous aimerait qu&#8217;il y ait un plus grand degr\u00e9 de certitude \u00e0 l&#8217;\u00e9gard des \u00e9valuations. Nous souhaitons par contre que le promoteur ne puisse pas tergiverser si longtemps que le processus soit retard\u00e9 et que les parties int\u00e9ress\u00e9es \u2014 et, dans une classe \u00e0 part, les Premi\u00e8res Nations int\u00e9ress\u00e9es \u2014 soient oblig\u00e9es de produire en catastrophe leurs analyses alors que c&#8217;est le promoteur qui est responsable du
