J&#8217;ai vu dans les m\u00e9dias que Shawn Atleo, le chef national de l&#8217;Assembl\u00e9e des Premi\u00e8res Nations, a entendu parler pour la premi\u00e8re fois de cette mesure l\u00e9gislative sur Twitter.<\/p>\n<p>On se souviendra que, dans les belles excuses que le premier ministre a pr\u00e9sent\u00e9es ici m\u00eame \u00e0 propos des pensionnats, il a promis que le gouvernement ferait mieux et agirait autrement \u00e0 l&#8217;avenir. Je pense que tous les partis conviennent que la reddition de comptes et la transparence au niveau des activit\u00e9s de notre propre gouvernement et de celles des gouvernements des Premi\u00e8res Nations sont souhaitables. Cependant, nous ne pouvons pas en arriver l\u00e0 en imposant des mesures qui semblent unilat\u00e9rales et irrespectueuses.<\/p>\n<p>Puisque les Premi\u00e8res Nations elles-m\u00eames promettent d&#8217;\u00e9tablir la reddition de comptes dans les domaines r\u00e9gis par leur gouvernement autonome, je pense qu&#8217;il aurait \u00e9t\u00e9 nettement pr\u00e9f\u00e9rable d&#8217;\u00e9tablir un partenariat et non d&#8217;imposer des mesures aux Premi\u00e8res Nations comme le fait ce projet de loi.<\/p>\n<p><strong>L&#8217;hon. John Duncan :<\/strong> Monsieur le Pr\u00e9sident, les Premi\u00e8res Nations appuient cette mesure l\u00e9gislative.<\/p>\n<p>Je rappelle aussi \u00e0 la d\u00e9put\u00e9e qu&#8217;une motion a \u00e9t\u00e9 adopt\u00e9e en d\u00e9cembre 2010 par l&#8217;Assembl\u00e9e des Premi\u00e8res Nations. Je ne me souviens pas si elle a \u00e9t\u00e9 adopt\u00e9e \u00e0 l&#8217;unanimit\u00e9, mais elle a obtenu un appui ferme et les Premi\u00e8res Nations acceptaient d&#8217;adopter des mesures volontaires pour passer \u00e0 l&#8217;\u00e8re de la reddition de comptes.<\/p>\n<p>Par contre, le temps a fil\u00e9 et il semble que bien peu de choses aient \u00e9t\u00e9 faites dans ce domaine depuis d\u00e9cembre 2010. Nous pensons que cette mesure l\u00e9gislative est essentielle pour faire avancer les choses comme il se doit.
