L\u2019accord renforc\u00e9 traite notamment des probl\u00e8mes relatifs aux esp\u00e8ces aquatiques invasives, \u00e0 la d\u00e9gradation des habitats et aux effets des changements climatiques.<\/p>\n<p>\u00ab\u00a0C\u2019est une bonne nouvelle que cet accord renforc\u00e9 a enfin \u00e9t\u00e9 sign\u00e9 apr\u00e8s huit ans de n\u00e9gociations, mais son succ\u00e8s d\u00e9pend enti\u00e8rement de sa mise en \u0153uvre. Les Grands Lacs ont tellement souffert de sous-financement chronique sous la gouverne du premier ministre Stephen\u00a0Harper, que la majeure partie des recommandations issues des pr\u00e9c\u00e9dents accords et plans d\u2019action communs n\u2019a jamais \u00e9t\u00e9 mise en \u0153uvre\u00a0\u00bb, a soulign\u00e9 la chef du Parti vert du Canada et d\u00e9put\u00e9e de Saanich\u2014Gulf\u00a0Islands, Elizabeth\u00a0May. \u00ab\u00a0Les conservateurs de Harper semblent beaucoup plus motiv\u00e9s par la strat\u00e9gie politique que par les secteurs de comp\u00e9tences quand il est question d\u2019investir dans les lacs. Tout indique que le financement est habituellement dirig\u00e9 vers les r\u00e9gions o\u00f9 le premier ministre esp\u00e8re faire des gains politiques et aller chercher des votes, y compris les r\u00e9gions du lac\u00a0Simcoe et du lac\u00a0Winnipeg. Bien qu\u2019il soit important de prot\u00e9ger tous les \u00e9cosyst\u00e8mes, celui des Grands Lacs est particuli\u00e8rement important, puisqu\u2019il fournit de l\u2019eau potable \u00e0 plus de 40\u00a0millions de personnes et contient 18\u00a0pour\u00a0cent des eaux douces de surface de la plan\u00e8te.\u00a0\u00bb<\/p>\n<p>Aux termes du Trait\u00e9 des eaux limitrophes de 1908, le Canada a l\u2019obligation de respecter ses engagements en ce qui a trait \u00e0 la protection des Grands Lacs, en partenariat avec les \u00c9tats-Unis. \u00ab\u00a0Cette ressource fondamentale a \u00e9t\u00e9 n\u00e9glig\u00e9e pendant bien trop longtemps\u00a0\u00bb, a dit May. \u00ab\u00a0Le moment est venu de prendre des engagements financiers consid\u00e9rables pour soutenir cet accord si nous voulons obtenir des r\u00e9sultats.\u00a0\u00bb<\/p>\n<p>\u00c0 titre de conseill\u00e8re principale en politiques au cabinet de l\u2019ancien ministre f\u00e9d\u00e9ral de l\u2019Environnement Tom\u00a0McMillan, May a travaill\u00e9 sur la version pr\u00e9c\u00e9dente de l\u2019Accord relatif \u00e0 la qualit\u00e9 de l\u2019eau dans les Grands\u00a0Lacs, celui de 1987.
