Plains Midstream Canada, le propri\u00e9taire du pipeline endommag\u00e9 \u00e0 l&#8217;origine du d\u00e9versement de p\u00e9trole, est une division de Plains All American, bas\u00e9e \u00e0 Houston, Texas. Plains All American a re\u00e7u une amende de 3,25 millions de dollars et \u00e9t\u00e9 contrainte de d\u00e9bourser 41 millions de dollars pour am\u00e9liorer ses pipelines de p\u00e9trole brut dans une entente intervenue hors cours en 2010 entre la soci\u00e9t\u00e9 et l&#8217;Agence des \u00c9tats-Unis pour la protection de l&#8217;environnement portant sur 10 d\u00e9versements de p\u00e9trole distincts, en violation de la <em>Clean Water Act<\/em>, la loi des \u00c9tats-Unis sur la qualit\u00e9 de l&#8217;eau.<\/p>\n<p>\u00ab Le bilan de Plains All American est d\u00e9sastreux; ils sont derri\u00e8re le d\u00e9versement de plus de 6510 barils de p\u00e9trole brut dans les eaux du Kansas, du Texas, de l&#8217;Oklahoma, de la Louisiane et du golfe du Mexique \u00bb, a r\u00e9v\u00e9l\u00e9 la chef du Parti vert Elizabeth May.\u00ab Plains Midstream a op\u00e9r\u00e9 ce pipeline \u00e0 proximit\u00e9 de collectivit\u00e9s albertaines et le d\u00e9versement a des cons\u00e9quences catastrophiques pour les r\u00e9sidents et pour l&#8217;environnement. En connaissant le bilan de cette soci\u00e9t\u00e9 en lien avec des d\u00e9versements majeurs, peut-on savoir quelles mesures de surveillance et de suivi avaient \u00e9t\u00e9 mises en place pour surveiller ses activit\u00e9s au Canada? Les responsables canadiens ont-ils \u00e9t\u00e9 si accommodants que cette soci\u00e9t\u00e9 est parvenue \u00e0 cacher son lourd pass\u00e9 de pollueur? \u00bb<\/p>\n<p>Le d\u00e9versement de pr\u00e8s de 30 000 barils de p\u00e9trole dans la fondri\u00e8re et les mar\u00e9cages entourant Peace River, Alberta, s&#8217;est produit le 29 avril, mais ce d\u00e9versement majeur a \u00e9t\u00e9 r\u00e9v\u00e9l\u00e9 au grand public apr\u00e8s les \u00e9lections f\u00e9d\u00e9rales du 2 mai seulement.<\/p>\n<p>\u00ab L&#8217;autre grande question consiste \u00e0 savoir si les responsables ont
