{"id":6878,"date":"2012-10-01T10:28:23","date_gmt":"2012-10-01T14:28:23","guid":{"rendered":"http:\/\/elizabethmaymp.ca?p=6878"},"modified":"2012-10-05T13:46:57","modified_gmt":"2012-10-05T17:46:57","slug":"request-for-emergency-debate-foreign-investment","status":"publish","type":"post","link":"https:\/\/elizabethmaymp.ca\/fr\/request-for-emergency-debate-foreign-investment\/","title":{"rendered":"Demande de d\u00e9bat d&#8217;urgence &#8211; Les investissements \u00e9trangers"},"content":{"rendered":"<p><strong>Elizabeth May :<\/strong> Monsieur le Pr\u00e9sident, je prends la parole aujourd&#8217;hui afin de demander un d\u00e9bat d&#8217;urgence relativement \u00e0 une question de grande importance pour l&#8217;avenir du Canada.<\/p>\n<p>Au cours de la visite du premier ministre en Chine au mois de f\u00e9vrier 2012, nous avons appris l&#8217;existence de l&#8217;Accord entre le gouvernement du Canada et le gouvernement de la R\u00e9publique populaire de Chine concernant la promotion et la protection r\u00e9ciproque des investissements, un accord lourd de cons\u00e9quences pour la souverainet\u00e9, la s\u00e9curit\u00e9 et la d\u00e9mocratie du Canada.<\/p>\n<p>[QfcvwYewVx0]<\/p>\n<p>Cet accord, dont nous avons appris l&#8217;existence en f\u00e9vrier, a \u00e9t\u00e9 sign\u00e9 par le premier ministre le 9 septembre \u00e0 Vladivostok, lors du sommet de l&#8217;APEC. Les parlementaires n&#8217;ont pu en voir le texte que le 26 septembre, date \u00e0 laquelle il a \u00e9t\u00e9 d\u00e9pos\u00e9 \u00e0 la Chambre.<\/p>\n<p>Le Parlement ne dispose que de 21 jours de s\u00e9ance \u2014 ce qui signifie qu&#8217;il ne nous en reste que 18 \u2014 pour \u00e9tudier cet accord qui aura de grandes r\u00e9percussions sur la souverainet\u00e9 de notre pays avant que le gouverneur en conseil l&#8217;approuve automatiquement et qu&#8217;il obtienne force de loi, et ce, pour au moins 15 ans. Si le gouvernement canadien souhaite un jour se retirer de cet accord lourd de cons\u00e9quences conclu avec la Chine, il lui faudra fournir un pr\u00e9avis \u00e9crit d&#8217;un an. Le trait\u00e9 est d\u00e9s\u00e9quilibr\u00e9; il donne un poids disproportionn\u00e9 aux droits de la Chine de faire invalider ou de contester les lois canadiennes et de nous r\u00e9clamer des dommages-int\u00e9r\u00eats. M\u00eame si le gouvernement du Canada fournit un pr\u00e9avis d&#8217;un an pour se retirer de l&#8217;accord, les investissements chinois en vigueur au moment de la pr\u00e9sentation de l&#8217;avis seront prot\u00e9g\u00e9s pour encore 15 ans.<\/p>\n<p>C&#8217;est un accord d&#8217;une tr\u00e8s grande port\u00e9e. Comme nous disposons encore de 18 jours, d&#8217;aucuns se demanderont o\u00f9 est l&#8217;urgence. Il se trouve que le parti au pouvoir n&#8217;a pas l&#8217;intention de soumettre le texte \u00e0 un d\u00e9bat \u00e0 la Chambre. Les d\u00e9put\u00e9s ne pourront pas voter. Je ferai remarquer que l&#8217;opposition officielle pr\u00e9sentera demain, jour d\u00e9sign\u00e9, une motion sur une entente en particulier, le projet de prise de contr\u00f4le de Nexen par la CNOOC, mais il ne sera nullement question des cons\u00e9quences profondes de la d\u00e9cision du gouvernement du Canada d&#8217;encourager les investissements chinois au Canada. Le gouvernement du Canada, au lieu de donner aux soci\u00e9t\u00e9s d&#8217;\u00c9tat de la Chine communiste un traitement \u00e9gal \u00e0 celui offert aux entreprises canadiennes, leur accordera des droits plus grands que ceux dont jouissent nos entreprises aux termes de nos lois. Les soci\u00e9t\u00e9s d&#8217;\u00c9tat chinoises pourront avoir recours \u00e0 l&#8217;arbitrage dans le cas de demandes de dommages-int\u00e9r\u00eats dont les modalit\u00e9s resteront secr\u00e8tes. La population canadienne n&#8217;en saura jamais rien.<\/p>\n<p>Je suis encore tout boulevers\u00e9e par l&#8217;\u00e9tendue et la port\u00e9e de ce texte que seul le Cabinet, et non la Chambre, \u00e9tudiera. Les Canadiens, les administrations municipales de m\u00eame que les gouvernements f\u00e9d\u00e9ral et provinciaux seront li\u00e9s par cet accord pour les 15 prochaines ann\u00e9es.<\/p>\n<p>Monsieur le Pr\u00e9sident, je vous implore de permettre un d\u00e9bat d&#8217;urgence sur la question \u00e0 la Chambre.<\/p>\n<p><strong>Le Pr\u00e9sident :<\/strong> Je remercie la d\u00e9put\u00e9e d&#8217;avoir soulev\u00e9 la question.
