Il n&#8217;y aura pas de d\u00e9bat ni de vote \u00e0 la Chambre \u00e0 ce sujet. Cet accord aura un effet contraignant sur le Canada pour les 15 prochaines ann\u00e9es et accordera aux soci\u00e9t\u00e9s d&#8217;\u00c9tat chinoises \u2014 en fait, au Parti communiste chinois \u2014 le droit d&#8217;intenter des poursuites contre le Canada dans le cadre d&#8217;audiences d&#8217;arbitrage tenues secr\u00e8tement.<\/p>\n<p>[N9MT3FTWOEw]<\/p>\n<p>A-t-on d\u00e9cid\u00e9 d&#8217;approuver cet accord par voie de d\u00e9cret pour en cacher le contenu \u00e0 la population canadienne ou pour ne pas avoir \u00e0 forcer les d\u00e9put\u00e9s conservateurs \u00e0 voter en faveur d&#8217;un accord auquel ils ne croient pas?<\/p>\n<p><strong>L&#8217;hon. Peter Van Loan :<\/strong> Monsieur le Pr\u00e9sident, la d\u00e9put\u00e9e fait totalement fausse route en posant cette question. L&#8217;accord, qui vise \u00e0 prot\u00e9ger les investissements que des Canadiens sont dispos\u00e9s \u00e0 faire en Chine, a \u00e9t\u00e9 d\u00e9pos\u00e9 \u00e0 la Chambre des communes. En vertu de nos r\u00e8gles, cet accord pourrait faire l&#8217;objet d&#8217;un d\u00e9bat \u00e0 la Chambre si les partis de l&#8217;opposition s&#8217;entendaient entre eux pour faire cela. Ils ont d\u00e9j\u00e0 eu l&#8217;occasion d&#8217;en d\u00e9battre \u00e0 deux reprises cette semaine, mais ils ne l&#8217;ont pas fait.<\/p>\n<p>Aucun autre gouvernement canadien n&#8217;a eu un processus aussi transparent \u00e0 l&#8217;\u00e9gard des accords de ce genre. Nous faisons preuve d&#8217;une ouverture et d&#8217;un sens de la d\u00e9mocratie sans pr\u00e9c\u00e9dent.
