Laurie Hawn :<\/strong> Monsieur le Pr\u00e9sident, je suis certain que la d\u00e9put\u00e9e ne voulait pas insinuer que Nelson Mandela \u00e9tait un criminel de guerre.<\/p>\n<p>Les immigrants d&#8217;Edmonton ou d&#8217;ailleurs \u00e0 qui je parle sont les plus outr\u00e9s quand des gens d&#8217;autres pays qui ont commis des actes criminels graves s&#8217;en tirent \u00e0 bon compte et viennent au Canada, o\u00f9 ils obtiennent le statut d&#8217;immigrant re\u00e7u ou de r\u00e9sident permanent. Quand on dit que les meurtriers s&#8217;en tirent \u00e0 bon compte, c&#8217;est vrai dans certains cas, mais c&#8217;est un peu exag\u00e9r\u00e9 la plupart du temps. Quoi qu&#8217;il en soit, les immigrants \u00e0 qui je parle comptent parmi les plus indign\u00e9s de voir des gens qui ne respectent pas les r\u00e8gles profiter de la g\u00e9n\u00e9rosit\u00e9 du Canada, que certains jugent excessive.<\/p>\n<p>Nous ne pr\u00e9tendons pas retirer aux gens le droit ou la capacit\u00e9 d&#8217;interjeter appel, mais il ne faudrait pas qu&#8217;ils utilisent ce recours ind\u00e9finiment, pendant sept \u00e0 dix ans, quand les faits sont probants et que c&#8217;est tout simplement l&#8217;industrie de l&#8217;immigration qui prolonge le processus.<\/p>\n<p>Les immigrants \u00e0 qui je parle respectent les r\u00e8gles, et ils s&#8217;attendent \u00e0 ce que tous les Canadiens en fassent autant, qu&#8217;ils soient n\u00e9s ici ou qu&#8217;ils viennent d&#8217;ailleurs.<\/p>\n<p><strong>Elizabeth May :<\/strong> Monsieur le Pr\u00e9sident, je remercie mon coll\u00e8gue d&#8217;Edmonton-Centre de m&#8217;avoir reprise. Je ne parlais certainement pas de Nelson Mandela comme d&#8217;un criminel de guerre.<\/p>\n<p>Ce que je veux dire, c&#8217;est que l&#8217;histoire est \u00e9crite par les vainqueurs et que, bien souvent, nous ne voulons pas au Canada d&#8217;une personne qui est accus\u00e9e et reconnue coupable de terrorisme dans un autre pays. Cependant, si nous perdons notre capacit\u00e9 \u00e0 examiner les circonstances particuli\u00e8res, nous perdons notre capacit\u00e9 \u00e0 r\u00e9fl\u00e9chir et \u00e0 \u00eatre v\u00e9ritablement des Canadiens.<\/p>\n<p>Notre objectif, quand nous d\u00e9battons de ce projet de loi, est d&#8217;examiner toutes les fa\u00e7ons dont les choses pourraient d\u00e9raper, ce qui, j&#8217;en suis s\u00fbre, \u00e9tait \u00e9galement l&#8217;intention du ministre quand il l&#8217;a pr\u00e9sent\u00e9. Par exemple, si un membre d&#8217;une famille \u00e9tablie au Canada depuis longtemps est reconnu coupable de falsification ou de mauvaise utilisation d&#8217;une carte de cr\u00e9dit, le projet de loi ne lui donne aucune chance, c&#8217;est l&#8217;expulsion.
