De telles questions ont \u00e9t\u00e9 soulev\u00e9es.<\/p>\n<p>La d\u00e9put\u00e9e ne convient-elle pas qu&#8217;il s&#8217;agit d&#8217;une question de priorit\u00e9s? Le gouvernement pr\u00e9sente ce projet de loi \u00e0 la Chambre, mais il y a tellement d&#8217;autres probl\u00e8mes qui m\u00e9riteraient qu&#8217;on s&#8217;y attarde. Le fait que des Canadiens soient sous-employ\u00e9s donne lieu \u00e0 des pertes de 5,9 milliards de dollars par ann\u00e9e. Nous avons affaibli nos engagements \u00e0 l&#8217;\u00e9tranger, \u00e9limin\u00e9 la culture de la politique \u00e9trang\u00e8re, alors qu&#8217;elle en \u00e9tait l&#8217;un des piliers, et nous ne rencontrons m\u00eame plus ces gens sur leur territoire. Nous avons affaibli notre syst\u00e8me d&#8217;int\u00e9gration des professionnels n\u00e9o-canadiens. Voil\u00e0 maintenant que nous avons min\u00e9 la confiance des Canadiens \u00e0 l&#8217;\u00e9gard des n\u00e9o-Canadiens.<\/p>\n<p>La d\u00e9put\u00e9e ne convient-elle pas que le gouvernement choisit mal ses priorit\u00e9s? M\u00eame si nous appuyons la mesure l\u00e9gislative \u00e0 l&#8217;\u00e9tape de la deuxi\u00e8me lecture \u2014 nous esp\u00e9rons d&#8217;ailleurs qu&#8217;elle se joindra \u00e0 nous afin d&#8217;am\u00e9liorer la mesure l\u00e9gislative au comit\u00e9 \u2014, ne convient-elle pas que c&#8217;est une question de priorit\u00e9s?<\/p>\n<p><strong>Elizabeth May :<\/strong> Monsieur le Pr\u00e9sident, j&#8217;appuierai le renvoi du projet de loi au comit\u00e9, m\u00eame si je suis tr\u00e8s pr\u00e9occup\u00e9e par celui-ci et que j&#8217;ai des sentiments mitig\u00e9s sur la question. Cela dit, puisque je ne suis pas membre du comit\u00e9, je me r\u00e9serve le droit, en tant que d\u00e9put\u00e9e du Parti vert repr\u00e9sentant la circonscription de Saanich\u2014Gulf Islands, de proposer des amendements \u00e0 l&#8217;\u00e9tape du rapport si je ne suis pas convaincue que le projet de loi a \u00e9t\u00e9 r\u00e9\u00e9quilibr\u00e9 comme il se doit afin de tenir compte des dispositions de la Charte canadienne des droits et libert\u00e9s et de les respecter.<\/p>\n<p>La question du d\u00e9put\u00e9 au sujet des criminels de guerre est l\u00e9gitime. Pour moi, cela va de soi. Les criminels de guerre ne sont pas les bienvenus au Canada, tout comme les personnes qui ont d\u00e9fi\u00e9 leur gouvernement, commis des crimes et purg\u00e9 une peine d&#8217;emprisonnement. Cela dit, il arrive parfois que des gens qui se sont retrouv\u00e9s dans cette situation obtiennent la citoyennet\u00e9 canadienne \u00e0 titre honorifique. Je pense par exemple \u00e0 Nelson Mandela.<\/p>\n<p>La mesure l\u00e9gislative propos\u00e9e, de m\u00eame que d&#8217;autres dispositions l\u00e9gislatives, comme celles sur les peines minimales obligatoires \u00e9nonc\u00e9es dans le projet de loi C-10, se traduisent par l\u2019application syst\u00e9matique de mesures disciplinaires autoritaires. Or, de telles mesures sont impitoyables. Elles ne pr\u00e9voient aucune compassion, ne sont pas fond\u00e9es sur des motifs humanitaires et ne sont pas du tout r\u00e9fl\u00e9chies.
